O controlo das fronteiras aéreas revela-se uma tarefa de importância inegável para qualquer
Estado. Os atentados terroristas de 11 de setembro de 2001, nos Estados Unidos da América
e, mais recentemente, a pandemia da COVID-19, com início em 2019, obrigam-nos a encarar
as fronteiras aéreas com um olhar diferente. Pelas fronteiras aéreas mundiais circulam
diariamente milhões de pessoas e um controlo ineficaz das mesmas poderá ter consequências
graves para a segurança interna dos países. No panorama cabo-verdiano, o controlo das
fronteiras aéreas está sob a égide da Polícia Nacional de Cabo Verde (PNCV). Trata-se de uma
atividade de elevada complexidade, balizada por diversos diplomas legais. Com o nosso
estudo propusemo-nos a compreender a importância do controlo das fronteiras aéreas para a
PNCV, identificar os riscos que afetam as fronteiras aéreas de Cabo Verde, analisar o processo
de modernização das fronteiras aéreas cabo-verdianas e compreender se a PNCV está
preparada para garantir o controlo das mesmas. Os resultados obtidos permitem verificar os
riscos que afetam as fronteiras aéreas de Cabo Verde e possibilitam conhecer o processo de
modernização dessas fronteiras. A PNCV está preparada para garantir o controlo das fronteiras
aéreas cabo-verdianas e esse controlo afigura-se importante no contributo para a segurança
interna do país.
Air border control is an undeniably important task for any state. The terrorist attacks in the United States on 11 September 2001 and, more recently, the COVID-19 pandemic, which began in 2019, have forced us to look at air borders in a different light. Millions of people travel across the world's air borders every day and ineffective border control could have serious consequences for countries' internal security. In Cape Verde, air border control is the responsibility of the Cape Verde National Police (PNCV). This is a highly complex activity, governed by various legal instruments. With our study we set out to understand the importance of air border control for the PNCV, identify the risks affecting Cape Verde's air borders, analyse the process of modernising Cape Verde's air borders and understand whether the PNCV is prepared to guarantee control of them. The results obtained show the risks affecting Cape Verde's air borders and provide an insight into the process of modernising these borders. The PNCV is prepared to ensure control of Cape Verde's air borders and this control is important in contributing to the country's internal security
