Abstract(s)
O presente trabalho tem como objectivo o estudo do Sistema de Comando e Controlo
nas Missões de Interesse Público.
Embora estas missões sejam cometidas aos três Ramos das Forças Armadas, o referido
estudo incidirá apenas sobre o Ramo Exército, abordando-se as missões que poderão ser
realizadas pelos militares deste Ramo, quer no âmbito da Protecção Civil, quer fora dele,
fazendo-se a respectiva caracterização e análise do seu Comando e Controlo.
Através da análise do Sistema de Comando e Controlo do Exército, bem como dos
sistemas existentes ao nível do Serviço Nacional de Bombeiros e Protecção Civil e do
Estado-Maior-General das Forças Armadas, entidades com as quais o Exército tem que se
articular para o cumprimento das missões de interesse público, foram validadas as
hipóteses orientadoras do estudo, de que o actual Sistema de Comando e Controlo existente
no Exército é extensível a este tipo de missões, não permitindo todavia, o seu
acompanhamento em tempo real.
Detectadas algumas vulnerabilidades e deficiências, apresentaremos alguns contributos
no sentido de as corrigir, sobressaindo a necessidade do Comando Operacional das Forças
Terrestres assumir o comando das unidades empenhadas neste tipo de missões, de o
Sistema de Comando e Controlo do Exército se harmonizar com o funcionamento do
Sistema de Protecção Civil e de se implementar o Sistema de Informação e Comunicações
Táctico, que permitirá efectuar o acompanhamento em tempo real das missões de interesse
público. Abstract: The aim of this work is the study of the Command and Control System in the
Humanitarian and Civic Assistance.
Although these missions are related to the three Services of the Armed Forces, the
following study will only refer to the Army, broaching missions which can be
accomplished by the military officers from this Service, relating to and out of the Civilian
Protection, making a specific analysis and characterization of its Command and Control.
Throughout the analysis of the Army’s Command and Control System, as well as from
the existent systems in the National Fire Service and Civilian Protection and the Armed
Forces Headquarters, entities with which the Army has to articulate for the
accomplishment of Humanitarian and Civic Assistance, the following were validated
oriented hypothesis of the study, in which the actual Command and Control System
existent in the Army is extended to this type of missions, not allowing though its
accompaniment in real time.
Detected some vulnerabilities and deficiencies, we will present some contributes in the
sense of correcting and standing out the need of Land Component Command to assume the
command of the units pawned in this type of missions, of the Command and Control
System of the Army to harmonize with the operation of the Civilian Protection System and
of implementing the Tactical Communications and Information System, that will allow to
make the accompaniment in real time of the Humanitarian and Civic Assistance.
