Os Grandes Eventos (GE) ocupam espaço e tempo na vida de todos, na medida em que são acontecimentos importantes na realidade pessoal, social e profissional e, uma parte deles, transformar-se-ão em marcos incontornáveis na história” de todos e de cada uma. É o caso do Euro 2004, em que o futebol, espetáculo desportivo de eleição das sociedades ocidentais contemporâneas, aliado a uma extraordinária capacidade mobilizadora de todo um país, mais do que um evento de boa memória, se traduziu numa herança de boas práticas.
É inquestionável a importância dos grandes eventos na atualidade, quer na esfera privada quer mesmo no âmbito público. O impacto da sua boa organização (planeamento e gestão) extravasa em muito o limite das fronteiras de um país transportando-o para as primeiras páginas dos jornais e televisões internacionais, com inevitáveis implicações sociais e culturais, com um efeito catapultador da economia e, não menos importante, como dinamizador da projeção global de um marketing de reconhecimento.
Do maior evento desportivo alguma vez realizado em Portugal (o Euro 2004), recebemos um legado: o reconhecimento e a confirmação de que grande parte do sucesso da organização de uma maneira geral e da segurança em particular, dependeu do “planeamento”, sobretudo como matriz estratégica e operacional de antecipação dos riscos. “Dada a crescente vulnerabilidade dos grandes eventos, maior do que as já significativas ameaças do dia-a-dia, o planeamento da segurança e o intercâmbio internacional de boas práticas na organização de grandes eventos devem ser mais avançados que nunca” (UNICRI, 2007, preâmbulo). Nenhuma atividade está isenta de riscos e no âmbito dos eventos desportivos, traduz-se em qualquer incidente que possa influenciar negativamente direta ou indiretamente o acontecimento.
Embora com a realização do Euro 2004, os procedimentos de atuação da Polícia de Segurança Pública (PSP) ao nível da gestão dos seus efetivos, tenha confirmado um novo modelo de policiamento desportivo, importa aqui perceber a sua evolução e, de forma sustentada, estudar soluções que possam melhor ajustar-se aos novos paradigmas, condicionalismos, constrangimentos e mesmo exigências da nossa atualidade.
A realidade nacional e institucional, exige a todos transparência e objetividade não só de análise, mas na adoção de opções parcimoniosas. Deste pressuposto os resultados da avaliação efetuada sugerem uma aproximação entre uma proposta de reposicionamento operacional de efetivos, mais criteriosa e aquilo que são as práticas e os mecanismos desenvolvidos pela PSP. Tal foi consubstanciado num estudo de caso de caso, analisado em face da interpretação das responsabilidades de segurança nos grandes eventos desportivos de risco elevado. Foram, no entanto, identificados aspetos passíveis de serem melhorados, sobretudo a nível da sensibilização para a necessidade de serem devidamente ponderadas as responsabilidades do promotor privado, versus a comparticipação devida pelo Estado.

Some of these events will become milestones in the story" of each and every one of us. It is the case of the Euro 2004 soccer championship, in which the favorite sports modality in contemporary Western societies, combined with an extraordinary capacity for mobilizing an entire country, became more than just a good memory and produced a legacy of good practices. The importance of major events today is unquestionable, whether in the private sphere or even in the public sphere. The impact of its good organization (planning and management) far exceeds the borders of a country, taking it to the front pages of international newspapers and television. This causes an inevitable social and cultural impact, catapults the economy and, not less important, projects the country globally with a mark of recognition. From the biggest sports event ever held in Portugal (Euro 2004), we received a legacy: the recognition and confirmation that much of the organization's overall success - and safety in particular - depended on "planning", especially as a strategic and operational matrix of risk anticipation. “Given the increasing vulnerability of major events, greater than the already significant threats of everyday life, security planning and the international exchange of good practices in the organization of large events must be more advanced than ever” (UNICRI, 2007, preâmbulo). There is no security activity fully free of risks. In the context of sport events, this may translate into any incident that can directly or indirectly influence negatively the event. Although the event of the Euro 2004 produced a new model within PSP of sports policing performance at the level of personnel management, it is important to understand its evolution and to study solutions steadily that can better adjust to the new current paradigms, constraints and demands of our times. The national and institutional realities require from us all transparency and objectivity of analysis and also the adoption of parsimonious options. From this assumption, the results of the evaluation carried out suggest an approximation between a proposal of repositioning of personnel, which is more judicious, and the practices and mechanisms developed by the PSP. This was sustained on a case study of security responsabilities in major high-risk sports events. However, some aspects that could be improved were identified, especially on the need to take due account of the responsibilities of a private promoter versus the role of the State.
