Este trabalho tem como objetivo identificar de que modo podem ser delineadas estratégias de investimento que permitam a Portugal, através da participação em programas de cooperação multinacional nas iniciativas de Smart Defence e de Pooling and Sharing, aproveitar essas oportunidades para manter uma capacidade militar relevante e credível.
Para o efeito aprofundou-se o quadro geral de conceptualização do Pooling and Sharing e do Smart Defence e identificaram-se as oportunidades de participação nestas iniciativas, avaliaram-se os benefícios, os riscos/constrangimentos e, por fim, a investigação completou-se com o levantamento de contributos para a definição de uma estratégia nacional de Pooling and Sharing e de Smart Defence.
Conclui-se que há capacidades militares que podem ser desenvolvidas e edificadas, através destas iniciativas, e que há modalidades de cooperação que são aceitáveis e exequíveis, não apresentando riscos/constrangimentos que impeçam a participação de Portugal, podendo maximizar-se os benefícios económicos e não económicos destas formas de cooperação.
Uma avaliação estratégica deve considerar toda a envolvente: a análise das necessidades das Forças Armadas, considerando as orientações políticas e o enquadramento estratégico de defesa nacional; a análise da procura internacional, tendo em conta as lições aprendidas de programas de cooperação e a análise da indústria de defesa e do corpo científico nacional. Abstract: This work aims to identify how investment strategies can be designed to allow Portugal, through participation in multinational cooperation programs in the Smart Defence and Pooling and Sharing initiatives, to take advantage of these opportunities to maintain a relevant and credible military capabilities.
To this end, the general framework for the conceptualization of Pooling and Sharing and Smart Defence was further developed and opportunities for participation in these initiatives were identified; benefits and risks/constraints were assessed; and, finally, research was completed with the collection of contributions to the definition of a national Pooling and Sharing and Smart Defence strategy.
It is concluded that there are military capabilities that can be developed and acquired through these initiatives and that there are cooperation modalities that are acceptable and feasible and do not present risks/constraints preventing Portugal from participating and can maximize economic benefits and cooperation.
A strategic assessment should consider the whole context: the analysis of the needs of the Armed Forces, considering the political guidelines and the strategic framework of national defense; the analysis of international demand, considering the lessons learned from cooperation programs and the analysis of the defense industry and the national scientific body.
