Abstract(s)
A AFA deu início em 2019 a diversas ações com vista à implementação formal de um programa de internacionalização, em sequência de um conjunto de fatores estratégicos, académicos e legais. Este estudo tem como objetivo formular linhas de ação orientadoras para a implementação de um programa de internacionalização do ensino na AFA, contribuindo para o seu sucesso. Metodologicamente, caracteriza-se por um raciocínio indutivo, assente numa estratégia de investigação qualitativa e num desenho de pesquisa de tipo estudo de caso. Esta problemática é abordada em três vertentes.
Inicialmente, são identificados os principais objetivos da internacionalização do ensino na AFA, incluindo as principais prioridades, critérios e condicionantes a observar.
De seguida, são analisadas em detalhe as duas principais ferramentas disponíveis para a implementação do programa de internacionalização do ensino, nomeadamente os programas Erasmus+ e EMILYO.
Finalmente, é analisada a experiência de internacionalização de instituições de ensino militar congéneres, nacionais e internacionais.
Por último, tendo em conta os resultados obtidos, apresenta-se uma proposta de organização do Departamento de Internacionalização da AFA, em três áreas: (1) Relações Internacionais; (2) Gestão de Mobilidades e (3) Gestão Financeira, propondo responsabilidades específicas para cada uma delas, de modo a potenciar a eficiência e eficácia deste programa.
In 2019, the Portuguese Air Force Academy (AFA) has started several activities towards a formal implementation of an education internationalization program, given a set of strategic, academic and legal reasons. This study aims to formulate guiding lines for the implementation of an internationalization program at AFA, thus contributing to its success. Methodologically, it is characterized by inductive reasoning, based on a qualitative research strategy and a case study research design. The problem under study is addressed in three aspects. Initially, the main objectives of the AFA’s education internationalization program are identified, including its main priorities, criteria and conditions to be observed. Next, the two main tools available for implementing an education internationalization program are analyzed in detail, namely the Erasmus + and EMILYO programs. Finally, the experience of education internationalization programs of similar national and international military institutions is analyzed. At last, considering the obtained results, an organization proposal for the AFA's Internationalization Department is presented, contemplating three main areas: (1) International Relations; (2) Mobility Management and (3) Financial Management. Specific responsibilities for each considered area are proposed, in order to enhance the efficiency and effectiveness of such program.
