Quais os sectores Estratégicos de Interesse para a formulação de uma actual Política de Defesa Nacional?

| dc.description.abstract | As alterações ocorridas no ambiente estratégico mundial neste início de milénio, levaram os actores internacionais a adequarem as suas posturas e mesmo as suas estruturas a esta nova realidade. As ameaças permanentes e os riscos de concretização imprevisível alteraram significativamente a agenda político-estratégica, criando novos desafios no âmbito da Segurança e Defesa. Neste contexto, o trabalho tem como objectivo identificar os Sectores Estratégicos Nacionais e a sua contribuição para o fortalecimento do Potencial Estratégico Nacional, potenciando a capacidade do Estado, na formulação de modalidades de acção. Desta forma, procuramos responder à questão central que norteou todo o nosso trabalho: “Face à actual Política de Defesa Nacional, como podem participar os sectores Estratégicos Nacionais na sua concretização?” Este trabalho identifica um conjunto de elementos ligados à Defesa Nacional em Portugal, bem como os desafios e ameaças que se lhe deparam neste novo ambiente estratégico, ressaltando a importância dos sectores estratégicos nacionais como resposta a esses mesmos desafios e ameaças. Desta forma, a metodologia adoptada foi o “Desenvolvimento Experimental”, tendo partido de conhecimentos já existentes com o intuito de produzir novos conhecimentos ou a melhoria dos já existentes. Assim, alicerçamos o nosso trabalho numa investigação documental sobre o assunto, através de uma pesquisa bibliográfica de vários autores, reforçada com entrevistas a entidades de reconhecido valor. Abstract: The changes that occurred in the international strategic environment in the beginning of this millennium led the international participants to adapt their attitudes and structures to this new reality. The permanent threats and unpredictable risks have changed significantly the strategic-political agenda, creating new challenges in the area of Security and Defence. In this context, the work has the aim of identifying the National Strategic Sectors and their contribution for the strengthening of the Potential National Strategy, improving the State capacity in the formulation of the action modalities. In this way, we try to respond to the main question that guided the whole work we developed: “Considering the present National Defence Policy, what is the way in which the National Strategic sectors may participate to make it possible?” This work identifies a set of elements attached to the National Defence in Portugal, as well as the challenges and that may appear in this new strategic environment, stressing the importance of the national strategic sectors as a response to these same challenges and threats. In this way, the adopted methodology was the “Experimental Development”, starting from the already existent knowledge with the purpose of producing new knowledge or improving knowledge. We therefore base our work in a document investigation about the subject, though a bibliographic research of several authors, reinforced by some interviews to recognised value. | pt_PT |
