| dc.description.abstract | O repto do presente trabalho subordinado ao tema “Das Polícias Municipais: do alfa ao ómega”, teve em apreciação o facto de terem decorrido cerca de vinte anos da criação e implementação da Polícia Municipal em Portugal. Com a expectativa da população municipal ter acesso a uma resposta mais eficaz em áreas como o sentimento de segurança, a Polícia Municipal foi dotada de várias competências legalmente atribuídas cabendo aos municípios a faculdade de optar pela função que mais se adequa às suas reais necessidades. Na tentativa de compreender com melhor acuidade as dinâmicas desta polícia, foram analisadas quais os intuitos e objetivos que precederam à criação deste corpo policial e delineadas as dúvidas e constrangimentos identificados aquando a sua criação. Vencidos mais de vinte anos da sua conceção, verifica-se que foram efetuadas várias alterações legislativas ao projeto inicial, pelo que iremos tentar expor quais os impactos que essas alterações dirigiram para a atuação desta entidade policial. Iremos igualmente discorrer sobre qual o objetivo que esteve na origem da criação desta polícia e qual o percurso que as Polícias Municipais construíram durante estes anos, assim como tentar apurar o que eventualmente obsta à existência de mais concelhos que optem pela criação de mais Policias Municipais nos respetivos concelhos. | pt_PT |
| dc.description.abstract | The challenge of the present work under the theme “From the Municipal Police: from the alpha to the omega”, took into account the fact that about twenty years have passed since the creation and implementation of the Municipal Police in Portugal. With the expectation of the municipal population to have access to a more effective response in areas such as the feeling of security, the Municipal Police was endowed with several legally assigned competences, leaving the municipalities with the option of choosing the function that best suits their real needs. In an attempt to better understand the dynamics of this police force, the intentions and objectives that preceded the creation of this police force were analyzed and the doubts and constraints identified during its creation were outlined. More than twenty years after its conception, it appears that several legislative changes were made to the initial project, so we will try to expose the impacts that these changes had on the performance of this police entity. We will also discuss the objective behind the creation of this police force and the route that the Municipal Police have built over these years, as well as try to find out what eventually prevents the existence of more municipalities that choose to create more Municipal Police in the respective counties. | pt_PT |
