Abstract(s)
Considerando a importância que as lideranças revelam no sucesso atual das organizações,
o presente estudo teve como objetivo abordar a definição da liderança como prioridade
estratégica da Polícia de Segurança Pública, aferindo a correlação existente entre as
competências que caracterizam o modelo de liderança idealizado, baseado no estilo de
liderança transformacional, e as competências e respetivas ponderações, pelas quais os
oficiais de polícia são avaliados, pretendendo-se concluir se o sistema de avaliação do
desempenho carece de reformulação. Com vista a enquadrar a temática, foi dissecado o
conceito de liderança e efetuada uma revisão histórica à evolução das teorias até chegar às
tendências atuais, bem como, foram mencionados os desafios internos e externos com que
a instituição se confronta e confrontará no futuro próximo, tendo em conta que os mesmos
exigem uma sólida adaptação das suas lideranças às novas necessidades. Em suma, a par
do desafio estruturante da implementação do estilo de liderança transformacional, que
obrigará a um prévio e rigoroso diagnóstico, definição de um plano e consequentes
adaptações formativas, é necessário que em paralelo, se garanta simbiose e correlação com
o sistema de avaliação do desempenho, considerando que este estimula ao
desenvolvimento das competências mais valorizadas na avaliação.
Considering the importance that leadership reveals in the current success of organizations, the present study aimed to address the definition of leadership as a strategic priority of the Public Security Police, assessing the existing correlation between the competences that characterize the idealized leadership model, based on the transformational leadership style, and the skills and respective weightings by which the Officers are evaluated, intending to conclude whether the performance evaluation system needs to be reformulated. In order to frame the theme, the concept of leadership was dissected and a historical review was carried out of the evolution of theories until reaching current trends, as well as mentioning the internal and external challenges that the institution faces and will face in the near future, taking into account that they require a solid adaptation of their leaders to new needs. In short, along with the structuring challenge of implementing the transformational leadership style, which will require a prior and rigorous diagnosis, definition of a plan and consequent training adaptations, it is necessary a symbiosis and correlation with the evaluation system, considering that this study will stimulate the development of the most valuable capacities of evaluation.
