| dc.description.abstract | O presente Trabalho de Investigação Aplicada subordina-se ao tema: A GNR e a sua Participação na Protecção Civil. A Protecção e o Socorro das populações têm sido, desde há muito, uma preocupação das Forças de Segurança. Apesar de a GNR ser uma Força Militar de Segurança e um Agente de Protecção Civil que sempre participou no Sistema Nacional de Protecção Civil, foi após a criação do Grupo de Intervenção de Protecção e Socorro que as competências e atribuições da Guarda nesta área aumentaram. Face aos acontecimentos recentes de catástrofes naturais que ocorreram, tanto a nível Nacional como Internacional, surge o presente estudo que parte da questão central: Porque motivos o Grupo de Intervenção de Protecção e Socorro da Guarda nacional republicana não é empenhado em situações que se adequam à sua missão? De forma a cumprir os objectivos definidos para este trabalho, a metodologia utilizada baseou-se na análise documental de publicações, legislação e notícias; e análise de entrevistas semi-directivas e entidades consideradas relevantes no Sistema Nacional de Protecção Civil, e de inquéritos realizados a membros da Guarda Nacional Republicana e Autoridade Nacional de Protecção Civil. Em síntese, pode concluir-se que a não utilização do GIPS em situações que cabem à sua missão relacionam-se principalmente com uma necessidade política; com a capacidade que a ANPC tem em empenhar os meios de mais fácil acesso; e devido à existência de um escalonamento de meios, os meios do GIPS não têm sido necessários a intervir. | por |
| dc.description.abstract | Abstract This Applied Investigation Work is subordinated to the theme: The GNR and its participation in the Civil Protection. The protection and Rescue of populations has been, for a very long time, a concern of Security Forces. Although the GNR to be a military security force and a civil protection agent that always participated in the National System of Civil Protection, was after the creation of the Intervention Group of Protection and Rescue that the powers and duties of the Guard in this area increased. Given the recent events of natural disasters that occurred, both National and International, comes this study that start from the central question: Why the Intervention Group of Protection and rescue of the Guarda Nacional Republicana is not employed in situations that fit in their mission? In order to achieve the objectives set for this work, the methodology used was based on documentary analysis of publications, legislation and news, and analysis of semi-directive interviews to entities deemed relevant in the Civil Protection National System and questionnaires applied to members of Guarda Nacional Republicana and Autoridade Nacional de Protecção Civil. In summary, it can conclude that the non use of the GIPS in situations that fit its mission relates mainly to a political need; to the capacity of the ANPC has engage their easier resources; and due to the existence of a scaling of resources, the GIPS’s resources has not been necessary to intervene. | por |
