O sentimento de insegurança é um tema bastante debatido nos dias de hoje, sendo alvo de investigação. Mas o elenco de causas que para este concorrem parece aumentar à medida que a sociedade evolui. Actualmente, as incivilidades e os fenómenos que as expõem, representam uma preocupação a ter em conta. O arrumador de automóveis, enquanto figura do comportamento desviante, pode contribuir para a intensificação do sentimento de insegurança. No entanto, apesar de o sentenciarmos como um toxicodependente, a imagem que temos dele parece variar mediante a perspectiva sob a qual o vemos e de acordo com as circunstâncias em que o vamos conhecendo. É sobre esta problemática que se debruça este estudo. Recorrendo a entrevistas semi-directivas e à observação naturalista, feitas no Príncipe Real, em Lisboa, recolheram-se testemunhos dos arrumadores e de alguns actores sociais que com eles convivem. Os resultados obtidos permitiram confrontar e/ou conferir as ideias transmitidas pela revisão bibliográfica, além de verificar que a legislação actual não se afigura adequada para o fenómeno. O arrumador de automóveis gera sentimento de insegurança em algumas pessoas, mas, por outro lado, há as que o agridem e marginalizam. O exercício da actividade em locais onde existe parquímetro parece ser o principal incómodo que advém dos arrumadores, potenciando um foco de atenção/actuação para a Polícia. Além disso, a boa relação com o cidadão e o controlo social que, inconscientemente, exerce nos locais onde passa os dias podem, afinal, revelar uma certa utilidade.
The sense of insecurity is a much debated subject nowadays and it is under research. The list of causes contributing to it seems to be increasing as society evolves. Currently, incivilities and the phenomena exposing them, represent a concern that should be considered. The parking attendant, as a character of deviant behaviour, may contribute to the intensification of an insecurity feeling. Although people perceive him as a drug addict, his image seems to vary by means of the perspective through which we see him and according to the circumstances we get to know him. This study focuses on this issue. By means of semi-structured interviews and naturalistic observation, in Príncipe Real, Lisbon, testimonies of parking attendants and other social actors, who relate to them, have been collected. The results allowed confronting and/or conferring the ideas within bibliographic research and enabled verifying that the current legislation is not adequate to this phenomenon. Indeed, the parking attendant character causes an insecurity feeling in some people, but on the other hand some people attack and marginalize him. Moreover, the activity in places where there are parking meters consists in the main hassle coming from parking attendants, enhancing an attention focus to the Police. Besides, a good relationship with the citizens and the social control that, unconsciously, the parking attendant exercises in the places he spends the days may, after all, reveal a certain utility.
