Abstract(s)
O desporto é um atividade social de extrema relevância para a sociedade portuguesa, tendo
como objetivos principais a promoção da saúde, do bem estar, o lazer e os valores éticos
relacionados com o desporto. Porém, o fenómeno encerra em si uma componente violenta,
tendo vindo a manifestar-se ao longo dos anos, com incidentes especialmente graves no
século XX. No epicentro dos episódios mais graves têm estado os Grupos Organizados de
Adeptos. As políticas públicas de prevenção da violência associada ao desporto têm sido
desenvolvidas, desde a década de 80, sem que a dimensão da violência tenha sido
substancialmente reduzida. Uma das medidas foi a obrigatoriedade do registo dos Grupos
Organizados de Adeptos. Essa medida não tem surtido o efeito pretendido visto que, quer os
grupos que a cumpriram, quer os que não a cumpriram, continuam a praticar atos violentos,
sem que, em ambos os casos, o regime sancionatório funcione. A efetiva aplicação das
medidas na lei, com a corresponsabilização dos promotores, é o caminho apontado para que
se erradique ou, pelo menos, diminua a violência associada ao desporto.
Sport is a social activity of extreme relevance to Portuguese society. Its main objectives are promoting health, well-being, leisure, and ethical values related to sports. However, violent behavior is often in the sporting phenomenon, which has manifested itself over the years, with particularly severe incidents in the twentieth century. The Organized Supporters Groups have been at the epicenter of the most severe episodes. Therefore, public policies for sports violence prevention were developed since the 1980s, without the decreasing of violent episodes. One of the legal measures is the mandatory registration of Organized Supporters Groups. This measure has not had the intended effect since, in some cases, it is not complied with, and in cases where it has complied, the Organized Supporters Groups are not inhibited from committing violent acts. In both cases, there are no sanctions for both registered and not registered violent Organized Supporters Groups. The effective application of the measures in the law, with the co-responsibility of the promoters, is the path indicated for eradicating or, at least, reducing the sport's violence.
