| dc.description.abstract | A Responsabilidade de Proteger (R2P) assume-se, atualmente, como um dos conceitos chave das Nações Unidas (NU) para justificar intervenções humanitárias em países onde decorrem conflitos que ameaçam a segurança e paz internacionais, sob a forma de Operações de Manutenção de Paz (OMPs). A Polícia de Segurança Pública (PSP), como Polícia Integral e em sintonia com o interesse estratégico nacional no que respeita à política de defesa externa, constitui-se como um ator ativo na participação em OMPs das NU. Com a evolução das ameaças, a complexidade destas operações transformou-se, adotando um caráter multidimensional, onde os desafios dos peacekeepers são cada vez maiores. Tendo em conta o desempenho, funções e cargos ocupados pelos elementos policiais da PSP em OMPs, nomeadamente no âmbito da componente de Proteção de Civis (PoC), a PSP constitui-se como um dos atores que integra a comunidade internacional com a R2P as populações em risco, densificando este conceito e promovendo, diretamente, a segurança nos países onde decorrem os conflitos e, indiretamente, a segurança nacional. Da participação de elementos da PSP em OMPs concorre a consecução do interesse estratégico nacional para a contribuição para a segurança internacional e a R2P das populações. Igualmente, e de modo assinalável, eleva o prestígio nacional face à alta competência revelada pelo desempenho dos seus elementos no exterior evidenciado pelo enriquecimento que os elementos que participam em OMP acrescentam internamente quando regressam de missão e pela ocupação do mais elevado cargo de polícia na NU. | pt_PT |
| dc.description.abstract | Responsibility to Protect (R2P) is now one of the key concepts of the United Nations (UN) to justify humanitarian interventions in countries where conflicts occur that threaten international peace and security, in the form of Peacekeeping Operations (OMPs). The Polícia de Segurança Pública (PSP), as an Integral Police and in line with the national strategic interest in foreign defense policy, is an active player in participating in UN OMPs. With the evolution of the threats, the complexity of these operations transformed, adopting a multidimensional character, where the challenges of peacekeepers are increasing. Considering the performance, functions and positions occupied by the police elements of the PSP in OMPs, namely in the scope of the Civil Protection (PoC) component, PSP constitutes one of the actors that integrates the international community with the R2P the populations at risk, consolidating this concept, along with directly promoting security in countries where conflicts occur and, indirectly, national security. The participation of PSP members in OMP contributes to the achievement of the national strategic interest for the contribution to international security and R2P of the populations and also, on a remarkable way, to the national prestige due to the high competence revealed by the performance of its elements abroad evidenced by the enrichment that the elements that participate in OMPs add internally when they return from mission and by the occupation of the highest police position in the UN. | pt_PT |
