Característica fundamental da globalização, o desenvolvimento tecnológico associado à actividade mediática trouxe para o domínio da opinião pública mundial acontecimentos outrora longínquos, alertando para a sua existência, alterando a percepção sobre os mesmos e a forma como a eles se reage, podendo, em última análise, mudar o seu curso.
Do lado dos militares, foi óbvia a tomada de consciência da crucial importância do impacto da cobertura mediática sobre as campanhas militares na sua forma mais recente e acutilante, o directo, bem como da inutilidade dos esforços para manter os media afastados destes acontecimentos, pelo que se assistiu ao estudo e procura de soluções, não só para a contenção dos efeitos nefastos da cobertura mediática de tom negativo, como para o melhor aproveitamento de outros efeitos sobre a opinião pública doméstica e internacional, e, ultimamente, também sobre adversários e outras audiências.
Este estudo pretende investigar as implicações da difusão noticiosa em tempo-real nas operações militares. Procura sobretudo investigar quais as alterações na doutrina das operações militares na perspectiva dos efeitos desta actividade mediática, e de que modo estes efeitos são hoje aproveitados para atingir objectivos militares.
Nesse sentido, estabelecer-se-á inicialmente o estado da arte relativamente aos efeitos dos media, em particular dos efeitos da difusão noticiosa em tempo-real, e relativamente às operações militares. Procurar-se-á consecutivamente identificar, através da análise de casos específicos, a forma como esses efeitos podem afectar as operações militares, induzindo os que genericamente podem ser desejáveis ou indesejáveis para o seu planeamento e condução. De seguida, pela análise da mais recente doutrina das operações militares, demonstrar-se-á que os efeitos da difusão noticiosa em tempo-real são hoje encarados como meios a utilizar para atingir objectivos das operações militares.
Concluir-se-á, como é objectivo do trabalho, sobre a forma como os efeitos da difusão noticiosa em tempo-real motivaram alterações na doutrina das operações militares. Adicionalmente, sugerir-se-ão propostas para futuras investigações decorrentes das conclusões deste estudo, e que se julgam pertinentes para as FA Portuguesas e para a Defesa Nacional. Abstract: A paramount aspect of globalization, technological development associated with media activity brought to the domain of world public opinion previously remote events, alerting to their existence, changing the perception and the way people react to them, and in last case, alter its course.
On the part of the military it was obvious the self-consciousness of the crucial impact of media coverage of military campaigns in its most recent and sharp form, live coverage, as well as the futility of the efforts to keep the media away from such events, and one has therefore witnessed the study and search for solutions, not only for the containment of the effects of negative media coverage, but also on how to take advantage of other effects on the domestic and international public opinion, and lately also on adversaries and other audiences.
This study aims at investigating the implications of real-time news coverage on military operations. It focuses mainly on investigating which changes have occurred in military operations doctrine from the point of view of the effects of media activity, and in what way these effects are used today to pursue military objectives.
The study will start by establishing the state of the art concerning the effects of media, notably the effects of real-time media coverage, and concerning military operations. Next, through the analysis of specific cases, it will identify the way those effects can affect military operations, inducing the ones that can generally be considered desirable or undesirable to their planning and execution. Consecutively, through the analysis of the most recent doctrine for military operations it will be shown that the effects of real-time news coverage are considered today as a means to achieve military operations objectives.
As it is the purpose of the study, conclusion will show in what way effects of real-time media coverage motivated changes in military operations doctrine. Additionally, proposals will be made for further investigations subsequent to the findings of this study, deemed of pertinence to the Portuguese Armed Forces and National Defense.
