De entre as várias preocupações que atingem a população diariamente, a questão da segurança é das que mais atenção desperta e que mais influencia o quotidiano do cidadão. Fenómenos como o sentimento de insegurança e o aumento dos índices criminais constituem-se assim como objecto de actuação da PSP, enquanto uma das instituições responsáveis pela segurança pública. É da necessidade de melhorar a qualidade do serviço público prestado que nasceu o Modelo Integrado de Policiamento de Proximidade, de carácter essencialmente preventivo e orientado para os problemas dos cidadãos, composto por programas que visam actuar sobre os grupos sociais que, pelas suas características apresentem maiores vulnerabilidades, como é o caso da população juvenil e idosa, para os quais foram criados os Programas Especiais Escola Segura e o Apoio 65. O nosso objecto de estudo será o Policiamento, questionando a eficácia do modelo em vigor na PSP na prossecução dos objectivos operacionais, elencados na Directiva Estratégica 10/2006, de redução do sentimento de insegurança e criminalidade de massa, através dos Programas Especiais já referidos. Almeja-se, com a presente investigação, analisar a eficácia do Modelo de Policiamento junto desses grupos de risco, com o intuito de se obter uma perspectiva do trabalho que está a ser desenvolvido, e analisar se os objectivos operacionais elencados serão exequíveis através destes Programas Especiais, para deste modo contribuir para um aumento de eficiência e eficácia do serviço policial.
Among the variety of preoccupations that daily affect our society, the question of security is one of those which requires most attention and influences the daily lives of our citizens. Phenomena like the fear of crime and the rise of crime rate is the critical object of the police’s action, as one of the organizations responsible for nacional security. It is the need of getting a better quality of the public service that brought into being the Modelo Integrado de Policiamento de Proximidade, with an essentially preventive character and geared toward the citizens’ problems, composed of programs that have the goal of acting in social groups that, by their characteristics, have bigger vulnerabilities, as younger and older populations, reason why the Special Program of Escola Segura and Apoio 65 were created. The object of our study will be about Policing, questioning the effectiveness of the current model in effect at PSP in the prosecution of operational goals, typified in the Strategic Directive n.º 10/2006, of 15th of May, of reducing the fear of crime and petty crime, with the aforementioned Special Programs. Our aim, with this study, is to analyze the effectiveness of the policing model toward these risk groups, with the goal of obtaining a perspective of the work that is being developed, and analyzing if the operational goals are practicable through this Special Programs, contributing in this way to raise the efficiency and effectiveness of police work.
