Abstract(s)
Neste trabalho pretende-se analisar a relevância da criação de uma Força multinacional humanitária para atuação em países da Comunidade dos Países da Língua Portuguesa, sob a ótica do Protocolo de Resposta a Situações de Catástrofes da Comunidade e analisar os possíveis contributos do Estado Brasileiro.
Seguindo um raciocínio hipotético-dedutivo aplicado num estudo de caso, analisaram-se ideias e valores que destaquem a importância e viabilidade para a constituição desta Força, a sua possível constituição e/ou versão, o desenvolvimento de um Mecanismo de Resposta a Catástrofes da CPLP e de que forma o Brasil poderia contribuir com toda esta dinâmica; bem como se procurou identificar oportunidades de melhoria e principais valências em tais ações comunitárias.
Concluiu-se que a possível constituição de uma Força de Assistência Humanitária Lusófona é viável e a sua participação no Mecanismo de Resposta a Catástrofes da CPLP depende de fatores que transcendem a componente de Defesa da CPLP. Foi revelado que o Brasil pode contribuir com esta formação devido à sua experiência nacional e internacional em ações humanitárias, contribuindo para a edificação desta capacidades no seio da Comunidade Lusófona.
This essay is addressed to analyze the relevance of a multinational humanitarian force to operate in Community of Portuguese Speaking Countries, under the perspective of the Community Disaster Response Protocol and propose some contributions from Brazil. Through a hypothetical-deductive reasoning applied to a case study, ideas and values were analyzed that highlight the importance and feasibility for the constitution of this Force, its possible constitution or version, the development of a CPLP Disaster Response Mechanism and how Brazil could contribute to all this dynamics; as well as, we sought to identify opportunities for improvement and main features in such community actions. It was concluded that the possible establishment of a Lusophone Humanitarian Assistance Force is viable and its parity in the CPLP’s Disaster Response Mechanism depends on factors that are beyond those of the Defense component. It was revealed that Brazil can contribute to the training and preparation due to its national and international experience in humanitarian actions, contributing to this capacity building within the Lusophone Community.
