Atualmente existe um défice de militares nas Forças Armadas, diminuindo o constantemente o seu número desde o fim do Serviço Militar Obrigatório em 2004. Este declínio é preocupante dado que as missões das Forças Armadas não se alteraram significativamente sendo o produto operacional o mesmo, apesar de todos os constrangimentos vividos.
As saídas extemporâneas na Marinha Portuguesa têm registado um aumento significativo nos últimos anos, pelo que nesta dissertação se pretende estudar as razões e os fatores responsáveis para esta situação.
Deste modo, solicitou-se à Direção de Pessoal o acesso à base de dados das entrevistas realizadas aos militares que requereram o abate aos quadros permanentes, a rescisão de contrato e a concessão de licença ilimitada. Os dados foram agrupados e trabalhados de forma a compreender se seria possível identificar algum padrão ao nível das motivações de saída.
Os resultados alcançados foram interessantes, principalmente por comprovarem que muitos dos militares estão a sair da Marinha por aspetos não relacionados diretamente com o vencimento que usufruem. Desta forma, ainda existe margem de manobra para a Marinha atuar e tentar inverter esta situação.
Currently there is a shortage of military personnel in the Armed Forces. The number of military personnel has been constantly decreasing since the end of Compulsory Military Service in 2004. This decline is considered worrying because the missions of the Armed Forces have not changed and the operational product remains the same, despite all the constraints experienced. The extemporaneous departures in the Portuguese Navy have registered a significant increase in recent years, this dissertation intends to study the factors responsible for this situation. In this way, the Personnel Department was requested to have access to the database of interviews conducted with military personnel who request to be removed from the permanent staff, terminated their contract, and granted unlimited leave. The data was grouped and studied in order to understand if it was possible to identify any pattern in the motivations for leaving. The results were interesting, mainly because they show that military personnel are leaving the Navy for reasons not directly related to their pay. This gives the Navy room for maneuver to act and try to reverse this situation.
