Abstract(s)
Num mundo em que, cada vez mais, as populações estão expostas a diversos riscos,
decorrentes de fatores tanto naturais como antrópicos, torna-se imprescindível apostar
em sistemas de proteção civil com capacidade de dar resposta a potenciais situações de
emergência, crises e catástrofes delas resultantes. Em Portugal, apesar de ao longo do
tempo ter-se evoluído no âmbito da organização e estrutura da proteção civil, não se
obsta que se possam fazer ajustes no sentido de se melhorar e tornar cada vez mais
eficaz a resposta a emergências.
O sistema nacional de proteção civil encontra-se dividido em quatro componentes:
direção política, coordenação política, coordenação operacional e comando
operacional. Contudo, constata-se a ausência de um sistema referencial agregador e
sistémico que, de modo mais integrado, sustente um sistema de gestão congregador de
todas as entidades com responsabilidades atribuídas no domínio da proteção civil.
Assim, pretende-se neste projeto, e por analogia com o Nacional Incident Management
System (NIMS), adotado nos Estados Unidos da América, que se caracteriza
essencialmente pela sua flexibilidade e padronização, desenvolver uma proposta para a
realidade nacional, analisando comparativamente os seus pontos fortes e vantagens
que daí se poderiam verificar.
In a world where people are more and more exposed to various risks, with natural and anthropegenic origin, it is essential invest in civil protection systems capable of responding to potencial emergency situations, crises and catastrophes. In Portugal, althought the fact that organization and structure of civil protection has envolved over time, it is still possible to make adjustments to improve and make the response to emergencies more and more effective. The nacional civil protection system is divides in four componentes: political direction, political Coordination, operational Coordination and operational command. However, there is a lack of an aggregating and systemic referential system that, in a more integrated way,supports a management system that convening all the entities with responsabilities on the field of civil protection. In that way, with this project and by analogy with the Nacional Incident Management System (NIMS), adopted in the United States of America essentially characterized by its flexibility and standasdization, it is pretended to develop a proposal for the nacional reality, analyzing its points streghths and advantages that could be verified with her application.
