Abstract(s)
A dissertação propõe uma análise crítica e aprofundada da ausência de uma Estratégia Nacional
de Segurança Interna em Portugal, num contexto marcado por complexidade sistémica,
volatilidade estratégica e interdependência global. Embora o país disponha de um
enquadramento jurídico robusto, como a Lei de Segurança Interna, carece de uma abordagem
estratégica integrada, transversal e prospetiva que articule coerentemente os diversos domínios e atores do sistema. A investigação, de cariz qualitativo, combina análise documental, revisão
bibliográfica e entrevistas a especialistas, explorando três eixos fundamentais: a
conceptualização teórica da estratégia e da segurança; a análise crítica das estruturas e
fragilidades do sistema de segurança interna português; e os impactos da globalização e dos
riscos transnacionais sobre a segurança nacional. A dissertação conclui que a proliferação de
estratégias setoriais, não articuladas por um desígnio estratégico unificado, compromete a
eficácia sistémica e a legitimidade democrática da ação securitária. Propõe-se, assim, um
modelo estratégico holístico e dinâmico, assente na teoria dos sistemas, na interatividade entre
atores e na necessidade de resiliência institucional, como resposta estruturante aos desafios
contemporâneos da segurança interna em Portugal.
This dissertation presents a critical and in-depth analysis of the absence of a National Internal Security Strategy in Portugal, within a context marked by systemic complexity, strategic volatility, and global interdependence. Although the country has a robust legal framework, such as the Internal Security Law, it lacks an integrated, transversal, and forward-looking strategic approach that coherently articulates the various domains and actors of the system. This qualitative research combines document analysis, literature review, and expert interviews, exploring three fundamental axes: the theoretical conceptualization of strategy and security; the critical analysis of the structures and weaknesses of the Portuguese internal security system; and the impacts of globalization and transnational risks on national security. The dissertation concludes that the proliferation of sectoral strategies, not aligned with a unified strategic vision, undermines the systemic effectiveness and democratic legitimacy of security action. It therefore proposes a holistic and dynamic strategic model, based on systems theory, actor interactivity, and the need for institutional resilience, as a structuring response to the contemporary challenges facing internal security in Portugal.
