A complexificação e diversificação da criminalidade impõe constantes desafios à segurança e à realização da justiça. O sistema de investigação criminal em Portugal é composto de múltiplos atores com competências diferenciadas que se relacionam intrinsecamente. A complexa organização do sistema, onde órgãos de polícia criminal concorrem de forma permanente na investigação, exige mecanismos e estruturas eficazes de coordenação da sua atividade, que permitam no decurso das diferentes investigações identificar oportunamente potenciais conflitos e concertar estratégias de atuação. A coordenação da investigação criminal assume-se por isso determinante para a ação penal, dependendo a sua eficácia da existência de um sistema de coordenação igualmente eficaz e eficiente.
The increasing complexity and criminality diversification impose to security and justice constant challenges. The criminal investigation system in Portugal is composed of multiple actors with differentiated competencies that are related intrinsically. The complex system organization, where criminal police agencies are constantly involved in the investigation, requires effective mechanisms and structures to coordinate its activity, allowing in the course of the different investigations to identify potential conflicts in a timely manner and to coordinate action strategies. The coordination of the criminal investigation is therefore decisive for criminal action, and its effectiveness depends on the existence of an equally effective and efficient coordination system.
