Abstract(s)
Hoje em dia, a garantia da nossa segurança requer uma permanente reflexividade e
adaptação dos mecanismos usados para a assegurar. A estabilidade trazida através da
tradição e dos costumes é posta em causa pelas permanentes transformações na
sociedade. A evolução do sistema económico incute nos indivíduos a competitividade, que
estimula o individualismo e a ausência de cooperação. E, desta forma, coloca em causa os
sistemas de controlo social, a primeira linha de atuação para garantir a estabilidade da
sociedade, e prejudica a qualidade do capital social.
Um modelo de policiamento que tem por objetivo a prevenção apresenta-se como um
mecanismo com capacidade para oferecer aos cidadãos a garantia de segurança. Quer
seja através da presença da polícia no seu meio social, quer seja através do uso de
ferramentas de repressão quando não é possível evitar a ocorrência danosa para os
valores ou objetos protegidos pela ordem democrática.
As instituições, quando são abertas ao ambiente onde desenvolvem a sua missão, sofrem
influências externas, surgindo a necessidade de as tomar em consideração no
planeamento dos objetivos. Assim, deve a estrutura orgânica e funcional de um modelo de
policiamento oferecer ferramentas que mitiguem as mudanças da sociedade, constituindo-se
como um verdadeiro pilar de estabilidade e, essencialmente, de qualidade do serviço
que desempenha.
Nowadays, the guarantee of our security requires a permanent reflexivity and adaptation of the mechanisms used to ensure it. The permanent changes in society call into question the stability brought by tradition and customs. The economic system’s evolution motivates the competitiveness in people, which stimulates individualism and lack of cooperation, jeopardizing the social control systems, which are the first measures in place to ensure society’s stability, and damages the quality of social capital. A policing model which has prevention as its major objective presents itself as a mechanism with the capability to ensure that the citizens’ security is assured, either through the police presence in their social environment, or through the resort to repression measures, when it is not possible to avoid damage to the values or objects protected by democratic order. When institutions are open to the environment in which they carry out their mission, they end up being influenced by external factors, arising the need for these influences to be taken into account when planning the objectives. Thus, the organic and functional structure of a policing model should provide tools to mitigate societal changes, appears as a true stability pillar and, essentially, as an assurance of quality of the service it performs.
