Abstract(s)
Este trabalho de investigação recolhe Informações sobre a Polícia Militar das
Forças Armadas Angolanas no que diz respeito a sua criação, implementação e emprego, e
verifica em que situações, esta pode cumprir missões conjuntas com a Polícia Nacional, em
contexto de paz, no âmbito da manutenção e reposição da ordem pública.
O grande objetivo do presente trabalho é o de estudar a Polícia Militar das Forças
Armadas Angolanas desde as origens da sua criação, a sua implementação e as possíveis
áreas de emprego. Verificar e analisar em que situações, esta pode atuar em apoio da Polícia Nacional, em prol da manutenção e reposição da ordem pública e por fim, uma perspetiva do futuro da Polícia Militar em Angola.
No presente trabalho a metodologia empregue é baseada, em grande parte, no Manual de Investigação em Ciências Sociais, cujos autores são Raymond Quivy e Luc Van Campenhoudt. Contudo, são referidos outros autores, na área da metodologia, como é o caso da professora Manuela Sarmento.
Note-se, que até à data, não existe ainda um estatuto da Polícia Militar, ou outro qualquer documento legal que suporte a atuação da Polícia Militar, isolada ou em conjunta com a Polícia Nacional. Portanto, todas as situações de apoio por parte da Polícia Militar resultam de solicitações feitas por parte da Polícia Nacional às Forças Armadas Angolanas, para fazer face a situações pontuais, cujas respostas são materializadas por um despacho.
Em conclusão, a Polícia Militar pode, com os seus meios orgânicos (humanos e
materiais), cumprir missões em apoio da Polícia Nacional no âmbito da manutenção e reposição da ordem pública. No entanto, estas ações de apoio, carecem de adaptação prévia para se adequar à ação da Polícia Nacional. Mais uma vez se realça a inexistência de legislação que tutele esta ação da Polícia Militar, e também na ação conjunta com a Polícia Nacional, que por si, tem um estatuto próprio e legislação própria.
Abstract This work of investigation gathers Information on the Military Police of the Angolan Armed Forces what concerns its creation, implementation and job, and checks in which situations, this one can carry out joint missions with the National Police, in the context of peace, maintenance and replacement of the public order. The great objective of the present work is it of studying the Military Police of the Angolan Armed Forces from its creation, implementation and the possible areas of job. To check and to analyse in which situations, this one can act in support of the National Police, on behalf of the maintenance and replacement of the public order and finally, a perspective of the future of the Military Police in Angola. The current work that the methodology employs is based, in great part, in the Manual of Investigation in Social sciences, whose authors healthy Raymond Quivy and Luc Van Campenhoudt. Nevertheless, other authors are told, in the area of the methodology, as in the case of the teacher Manuela Sarmento. It is noticed that until today there is still not a statute of the Military Police, or any other legal document that supports the acting of the Military Police, isolated or in conjunction with the National Police. So, all the situations of support for the Military police result from solicitations done by the National Police for the Angolan Armed Forces, present punctual situations, which answers are materialized for a dispatch. In conclusion, the Military Police with other bodies can (human and material), carry out missions in support of the National Police in the context of the maintenance and replacement of the public order. However, these actions of support do not have the adaptation to be adapted to the action of the National Police. Again there is highlighted the non-existence of legislation that protects this action of the Military Police, and also in the joint action with the National Police, for its own statute and own legislation has.
