Abstract(s)
Para o líder militar, a capacidade de inspirar e de dar resposta às solicitações táticas e operacionais é de extrema relevância. Como tal, a tomada de decisão está implícita no ato do comando militar, sendo essas decisões tomadas sob as mais diversas condições e situações.
Este estudo pretendeu analisar a implicação da presença de civis para os comandantes durante a condução de operações em ambiente urbano. De maneira a conseguir ter esta perceção, foram entrevistados militares, que já estiveram presentes em diversos teatros de operações por vários pontos do globo. Apesar da tipologia de operações realizadas por cada um desses elementos ter características próprias e únicas, existia um fator que se mantinha constante: o elemento civil. Como tal, foi explorado, com recurso a entrevistas semiestruturadas, o impacto que este elemento tem na condução das operações. Foi utilizado o software QSR Nvivo 11 para o tratamento dos dados, através de um método indutivo, de modo a delimitar categorias próprias que se alinham com os objetivos específicos do trabalho. Os resultados levam a afirmar que o treino desempenha um papel fundamental na aquisição de competências técnicas e táticas e desenvolvimento de características pessoais, no entanto, o treino praticado, nem sempre é o mais próximo do real. Através da recolha de dados, é possível afirmar que o treino com presença de civis serve como complemento para aumentar a proficiência técnica e tática dos militares.
For the military leader, the ability to inspire and respond to tactical and operational requests is extremely important. As such, decision-making is implicit in the act of military command, these decisions can be taken under the most diverse conditions and situations. This study aimed to analyze what the implication of the presence of civilians is for commanders when conducting operations in an urban environment. In order to get this perception, military personnel were interviewed, who have already been present in several theaters of operations around the globe. Despite the type of operations carried out by each of these elements having their own unique characteristics, there was one factor that remained constant: The civilian element. Therefore, the impacto of this elemento on the conduct of operations was explored through semi-structured interviews. The QSR Nvivo 11 software was used for data processing, through an abductive method, in order to delimit specific categories that are aligned with the specific objectives of the work. The results agree that training plays a fundamental role in the acquisition of technical and tactical skills and the development of personal characteristics, however, the training practiced is not always the closest to the real one. Through data collection, it is possible to state that simulated training serves as a complement to increase the technical and tactical proficiency of militar personnel.
