Abstract(s)
A presente dissertação, realizada no âmbito do Mestrado em Ciências Empresariais, com
especialização em Gestão de Pequenas e Médias Empresas, tem como tema central "Avaliação do
Impacto da Centralização na Coordenação da Prestação de Serviços de Husbandry em Escalas
Portuárias". A investigação foca-se em analisar como a centralização na gestão e coordenação de
serviços portuários afeta a eficiência operacional dos portos, especialmente no contexto da prestação
de serviços de Husbandry, os quais incluem assistência a navios em escalas portuárias.
O estudo parte da questão de investigação: “Qual o impacto da centralização na coordenação
da prestação de serviços de Husbandry em escalas portuárias?”, com o objetivo principal de
compreender de que forma a centralização influencia a eficiência e a qualidade dos serviços
portuários. Para tal, a metodologia adotada baseou-se num estudo de caso, com recolha de dados
através de questionários aplicados a agentes portuários de Portugal e Holanda.
Os capítulos que compõem a dissertação cobrem uma revisão da literatura sobre o
funcionamento das escalas portuárias e a importância da coordenação eficiente de recursos e serviços.
A investigação aborda a centralização como uma estratégia crescente nas operações portuárias,
destacando as suas vantagens, como a racionalização de processos e a melhoria na alocação de
recursos, bem como os desafios, como a burocracia e a resistência à mudança.
Os resultados obtidos mostram que a centralização pode trazer benefícios significativos para
a coordenação de recursos e a prestação de serviços, refletindo-se numa maior eficiência operacional
e num melhor cumprimento de prazos. Contudo, identificam-se também barreiras à sua
implementação, como a falta de conhecimento local e a complexidade burocrática, que podem
comprometer a agilidade necessária em algumas operações portuárias.
A dissertação conclui que, embora a centralização apresente um impacto maioritariamente
positivo na eficiência dos portos analisados, é crucial adaptar a abordagem às especificidades de cada
porto e continuar a investigar práticas que possam mitigar os desafios identificados, assegurando
assim uma melhoria contínua na prestação de serviços de Husbandry e na eficiência portuária.
The present dissertation, carried out within the scope of the Master's in Business Sciences, with specialization in Management of Small and Medium-sized Companies, has as its central theme "Assessment of the Impact of Centralization on the Coordination of the Provision of Husbandry Services at Port Calls". The research focuses on analyzing how centralization in the management and coordination of port services affects the operational efficiency of ports, especially in the context of the provision of Husbandry services, which include assistance to ships during port calls. The study starts from the research question: “What is the impact of centralization on the coordination of the provision of Husbandry services at port calls?”, with the main objective of understanding how centralization influences the efficiency and quality of port services. To this end, the methodology adopted was based on a case study, with data collection through questionnaires applied to port agents in Portugal and the Netherlands. The chapters that make up the dissertation cover a review of the literature on the functioning of port calls and the importance of efficient coordination of resources and services. The research addresses centralization as a growing strategy in port operations, highlighting its advantages, such as streamlining processes and improving resource allocation, as well as challenges, such as bureaucracy and resistance to change. The results obtained show that centralization can bring significant benefits to the coordination of resources and the provision of services, resulting in greater operational efficiency and better compliance with deadlines. However, barriers to its implementation are also identified, such as the lack of local knowledge and bureaucratic complexity, which can compromise the necessary agility in some port operations. The dissertation concludes that, although centralization has a mainly positive impact on the efficiency of the analyzed ports, it is crucial to adapt the approach to the specificities of each port and continue to investigate practices that can mitigate the identified challenges, thus ensuring continuous improvement in service provision. of Husbandry and port efficiency.
