Os conflitos recentes caracterizam-se pelo facto dos civis serem os alvos preferenciais. Esta mudança veio trazer um forte impacto na forma como os militares se organizam em resposta às crises. Os teatros de operações viram o seu ambiente operacional alterar-se e o meio civil assumiu uma nova dimensão. Surgiu então a necessidade das forças militares interagirem, colaborarem e cooperarem com as Organizações Internacionais, Organizações Não-Governamentais, autoridades locais, bem como as populações, no alcançar dos objectivos, que se tornaram transversais a todos. A CIMIC é assim o veículo ao dispor do Comandante da força para estabelecer e manter a ligação com as populações e Organizações civis. Em virtude da complexidade dos ambientes operacionais, a exigência na coordenação das actividades militares com o meio civil, tem trazido desafios diversos à CIMIC. É baseado nesta percepção que foram definidos os seguintes objectivos de estudo: caracterizar os actuais desafios da CIMIC colocados ao emprego das Forças Armadas em Operações Militares; analisar as diferentes estruturas organizativas de CIMIC das Forças Armadas de países que se destacam por possuírem doutrinas emergentes nesta área, bem como a doutrina empregue por organizações de natureza civil, como são as Nações Unidas e a União Europeia; analisar o emprego e a colaboração da CIMIC em novas áreas e conceitos da OTAN, como o Targeting e o Effects Based Approach to Operations, bem como analisar os actuais desafios que se colocam à CIMIC, nestes novos ambientes operacionais, identificados em três áreas distintas: operacionais, de doutrina e de formação. As estruturas CIMIC nacionais, bem como os diferentes modelos de Provincial Reconstruction Team a operar no Afeganistão, serão estudados, com o objectivo de propor um modelo para as Forças Armadas portuguesas. O trabalho está organizado em cinco capítulos. O primeiro capítulo é dedicado a doutrina CIMIC adoptada na OTAN, de modo a compreendermos muitos dos conceitos actuais aqui trabalhados. No segundo apresentam-se algumas aproximações diferentes desenvolvidas por alguns países e organizações. No terceiro, são estudados os novos conceitos emergentes na CIMIC e também novas áreas e formas de actuação. O capítulo quarto está dedicado às Provincial Reconstruction Team no Afeganistão, as suas virtudes e defeitos, bem como os vários modelos existentes. Finalmente, no quinto e tendo por base os anteriores, apresenta-se um modelo organizativo CIMIC nacional que melhor responda aos desafios actuais, neste actual ambiente operacional. Serão ainda apresentados um conjunto de apêndices, dos quais importa referir o apêndice dois que trata da CIMIC nacional. Abstract: The recent conflicts are characterized by the fact that civilians are the targets. This change has brought a strong impact on how the military is organized in response to the crisis. The theatres of operations saw their operating environment changed and the way civil assumed a new dimension. There was then the need of the military interact, collaborate and cooperate with the International Organizations, Non-Governmental Organizations, local authorities and people in achieving the objectives, which have become all the cross. The CIMIC is the vehicle available to the Commander of the force to establish and maintain liaison with the people and organizations. Because of the complexity of operating environments, the requirement in coordinating military activities with the civil means has brought many challenges to CIMIC. It is based on this perception that were set the following objectives of study: characterize the current challenges of CIMIC placed employment of the Armed Forces in Military Operations; analyze the different organizational structures of CIMIC of the Armed Forces of countries, that stand out due to emerging doctrines in this area and the doctrine employed by organizations of civil nature, as are the United Nations and the European Union; examine the use of CIMIC and cooperation in new areas and concepts of NATO, as the targeting and Effects Based Approach to Operations and analyze the current challenges facing the CIMIC, these new operating environments, identified in three distinct areas: operational, doctrine and training. The CIMIC national structures and the different models of Provincial Reconstruction Team operating in Afghanistan will be studied with the aim of proposing a model for the Portuguese Armed Forces. The work is organized into five chapters. The first chapter, exposing the CIMIC doctrine adopted in NATO, in order to understand many of the concepts here today worked. The second show some different approaches taken by some countries and organizations. In the third, studied the new concepts are emerging in CIMIC and also new areas and forms of action. The fourth chapter is dedicated to the Provincial Reconstruction Team in Afghanistan, its virtues and defects as well as the various models. Finally, in the fifth and based on the previous gives CIMIC national organizational models that best meet the current challenges in this current operating environment. It will be presented a set of appendices, including the appendix two that deals with national CIMIC.
