| dc.description.abstract | O NATO Alliance Ground Surveillance (AGS) é um projeto no âmbito da iniciativa Smart Defense que visa dotar a Aliança de uma capacidade JISR que proporcionará aos Comandantes uma visão, em tempo real, do panorama de superfície. O sistema está a ser adquirido por quinze países e será operado em proveito de todos os membros da OTAN. Posteriormente, todas as nações participam no orçamento de operação e sustentação (O&S) de forma pecuniária ou através de uma Contribuição em Género (CiK). Este trabalho, alicerçado na metodologia proposta por Quivy e Campenhoudt, recorre a um raciocínio hipotético-dedutivo, para averiguar se é possível a participação nacional, na fase de O&S, através da CiK, materializada no Sistema de Armas (SA) P-3C CUP+, ao invés do contributo financeiro até agora acordado. Tendo sido esta possibilidade já estudada do ponto de vista do Material e da Interoperabilidade, esta investigação focou-se no Treino e no Pessoal da Esquadra 601, operadora do SA, concluindo-se que, no que lhes é possível, cumprem com os padrões do Allied Command Operations (ACO) e que a sua ação melhora a consciência situacional dos Comandantes, contribuindo para o processo de tomada de decisão, havendo no entanto aspetos a desenvolver. Abstract: The NATO Alliance Ground Surveillance (AGS) is a Smart Defence initiative aimed at providing the Alliance with a JISR capability that will enable the Commanders with a real-time view of the recognized surface picture. The system is being procured by fifteen countries and it will be operated on behalf of all NATO members. All the the nations participate in the operation and support (O&S) budget either financially or through a Contribution in Kind (CiK). This study, based on the methodology proposed by Quivy and Campenhoudt, uses a hypothetical-deductive reasoning, to acess if it is possible for Portugal to participate in the O&S phase, using the P-3C CUP+ as a CiK, rather than the financial contribution so far agreed. Since this possibility has already been studied from the Material and Interoperability point of view, this investigation focuses both on Training and Personnel, from the 601 Squadron that operates the P-3, concluding that, as far as possible, they comply with the Allied Command (ACO) Force Standards and that their actions improve the situational awareness throughout the Chain of Command, contributing to the decision-making process, still, with some room for development. | pt_PT |
