dc.description.abstractA Iniciativa 5+5 Defesa foi criada, em 2004, para desenvolver a cooperação multilateral político-militar com o objetivo de promover a segurança no Mediterrâneo Ocidental, deixando de fora as dinâmicas turbulentas do Mediterrâneo Oriental. Neste trabalho, que segue o raciocínio hipotético-dedutivo, procura-se refletir sobre a cooperação multilateral de defesa no quadro da Iniciativa 5+5 Defesa desde 1990 até 2030 com os objetivos de analisar a sua génese, avaliar o impacto das Primaveras Árabes e da crise da Líbia no ambiente estratégico, bem como, avaliar a evolução da cooperação desde a génese da Iniciativa até ao presente, procurando perceber como pode evoluir nos próximos anos até 2030. É argumentado que a Iniciativa surge pela perceção do Norte de ameaças vindas do Sul e da identificação de interesses comuns de cooperação. A sua evolução corresponde à necessidade de reforçar os mecanismos de comunicação para obtenção de ganhos mútuos a longo prazo. A crise da Líbia e as transformações ditadas pelas Primaveras Árabes potenciaram as ameaças e contaminaram a região do Mediterrâneo Ocidental. Face aos cenários 2030 para o Mediterrâneo, perspetiva-se que a cooperação no quadro da Iniciativa será aprofundada e consolidada para garantir a estabilidade do ambiente estratégico no Mediterrâneo Ocidental. Abstract: The 5plus5 Defence Initiative was created in 2004 to develop multilateral political and military cooperation in order to promote security in the Western Mediterranean, leaving out the turbulent dynamics of the Eastern Mediterranean. Following the hypothetical-deductive logic, this research aims to reflect on multilateral defence cooperation in the framework of the 5plus5 Defence Initiative from 1990 up to 2030 with the objective of analysing its genesis, assessing the impact of the Arab Spring and Libya crisis in the strategic environment, as well as evaluate the evolution of cooperation from the beginning of the Initiative to the present, trying to understand how it can evolve in the next years up to 2030. It is argued that the Initiative comes from the Global North's perception of threats from the Global South and the identification of common interests of cooperation. Its evolution corresponds to the need of strengthen the communication mechanisms in order to obtain long-term mutual gains. The Libyan crisis and the changes brought about by the Arab Spring spurred the threats and contaminated the Western Mediterranean region. Given the 2030 scenarios for the Mediterranean, cooperation under the Initiative will be further developed and consolidated to ensure the stability of the strategic environment in the Western Mediterranean.pt_PT
