Uma análise que interliga a questão das dotações (da diferença com os rácios, dos métodos e dos fatores a ter em
conta) com a gestão de recursos humanos (a necessidade de um plano estratégico de recursos humanos na saúde) e
os discursos de acessibilidade e acesso universal a cuidados de enfermagem. Três prismas que convergem na
necessidade de se prestar atenção e ter em conta, portanto a recentrar nas questões da equidade e da
responsabilidade.
