- Contributos estratégicos de política comum entre a União Europeia e a União Africana, em especial no domínio da prevenção e gestão de crisesPublication . Ribeiro, EdgarDesde os anos 50 África tem registado um historial de instabilidade e um crescendo da violência dos conflitos, alguns dos quais provocaram catástrofes humanitárias, bem como o colapso de muitas economias africanas, fruto de governações corruptas e incapazes de assegurar as funções essenciais do Estado. A percepção desta realidade e das possíveis consequências para a segurança global, bem como a constatação de que não poderia ser ultrapassada sem a ajuda externa, trouxe África de novo para as agendas internacionais no final da década de 90. Estes conflitos suscitaram a necessidade premente de desenvolver a vector da segurança como forma de assegurar o desenvolvimento sustentado do continente africano tendo, por esse facto, passado a ter mais relevo nas políticas de cooperação e ajuda a África. Neste âmbito, os Estados africanos têm procurado criar estruturas e mecanismos de prevenção, gestão e resolução de conflitos, particularmente desde que foi criada a União Africana em 2002, no sentido de resolverem os seus próprios problemas. Este esforço tem vindo a ser apoiado, a diferentes níveis, pela Comunidade Internacional tendo em vista dotar África com recursos e meios para atingir esse desiderato. A União Europeia destacou-se neste processo como parceiro privilegiado de África, tendo nos últimos dez anos traçado políticas convergentes com a UA no âmbito da prevenção e gestão de conflitos. É neste contexto que o trabalho se desenvolve, começando por abordar as causas, características e impacto dos conflitos em África no sentido de perceber a raiz dos problemas que se colocam no âmbito da prevenção e gestão de crises no continente africano. Em seguida procuramos identificar como é que as Organizações Regionais e Sub-regionais Africanas têm lidado com os problemas de segurança e paz em África e qual tem sido o contributo da CI, particularmente da UE, para esse esforço. Por último, analisamos os aspectos mais importantes da actual politica estratégica comum entre a UE e África, em que medida contribui para a segurança do continente africano, quais as dificuldades que a parceria África-UE enfrenta e que medidas e prioridades podem ainda ser consideradas tendo em vista o seu sucesso. Abstract: Since the 50s Africa has a history of instability and a crescendo of violence in the conflicts, some of which caused humanitarian disasters, and the collapse of many African economies as a result of corrupt governments incapable of ensuring the essential functions of the state. The perception that this reality could have some consequences for the global security and could not be overcome without external assistance has brought Africa back into the international agenda in the end of the 90s. These conflicts have raised the urgent need to develop the security area as a assuring factor to ensure the sustainable development of the African continent and, therefore, the security started to have more emphasis on cooperation and aid policies to Africa. In this context, the African states have sought to create structures and mechanisms for the prevention, management and resolution of conflicts, particularly since the African Union was created in 2002, in order to solve their own problems. This effort has been supported at different levels by the International Community, in order to provide Africa with resources and means to achieve that goal. The European Union stood out in this process as Africa’s privileged partner. During the last ten years the EU has been drawing convergent policies with the African Union in the domain of prevention and management and resolution of conflicts. It is in this context that the investigation is developed, first by addressing the causes, characteristics and impact of conflicts in Africa to better understand the root of the problems that arise in the prevention and management of conflicts in the African continent. Then we identify how the African Regional and Sub-regional Organizations have been dealing with the problems of peace and security in Africa, and what have been the contributions of the International Community, particularly the European Union, to that effort. Finally, the most important aspects of the current strategic common policy between the European Union and Africa are analysed in order to understand how it contribute to the security of the African continent, what are the difficulties that the Africa-UE partnership is facing and what are the actions and priorities that could be considered in order to contribute for its success.

The aim of this study was identifying the factors that affect the levels of self-care behavior with AVF by HD patients. Methods: A cross-sectional study was conducted involving 89 patients. Results: Self-care levels were negatively affected by patients' location (Azores) and positively affected by marital status, education, employment, AVF duration, and absence of complications with the AVF. Concerning the management of signs and symptoms, self-care levels were negatively affected by patients' location. Regarding prevention of complications, self-care levels were negatively affected by age and marital status and positively affected by marital status, employment, chronic kidney disease etiology, AVF duration, and previous AVF. Conclusion: Further studies are required in order to confirm whether the considered factors affect levels of self-care behaviors with AVF, or whether other factors are needed as well.
