- Fundo Europeu de Defesa: posicionamento de Portugal e contributos para as capacidades das Forças ArmadasPublication . Machado, FranciscoO custo atual da ineficácia e falta de cooperação dos investimentos dos Estados Membros na Defesa, representa um custo estimado entre 25 e 100 biliões de euros por ano. Para mitigar o problema, a Comissão Europeia decidiu criar o Fundo Europeu de Defesa (FED), para alavancar mudanças estruturais nas capacidades militares. Portugal pretende recorrer ao FED para melhorar as suas capacidades militares e para desenvolver as suas indústrias de Defesa, contudo não está definido como pretende atingir esses fins. Esta investigação analisa de que forma a Defesa Nacional pretende explorar o FED, contribuindo para o processo estratégico. Metodologicamente, seguiu um raciocínio indutivo, utilizou uma estratégia de investigação qualitativa e um desenho de pesquisa do tipo estudo de caso. Os principais resultados obtidos foram uma classificação ligeiramente favorável da Defesa Nacional na análise de ambiente para o FED, a identificação de lições aprendidas com os programas precursores PADR/EDIDP e o possível impacto de implementação das mesmas e por fim a identificação de linhas orientadoras para a Defesa Nacional. Conclui-se que, apesar das lacunas estratégicas identificadas, é possível a Defesa Nacional obter um bom resultado no FED, se materializar quatro princípios fundamentais, identificados como consensuais pelos vários stakeholders. Abstract: The current cost of ineffectiveness and lack of cooperation of Member States' defence investments represents an estimated cost between 25 to 100 billion euros per year. To mitigate the problem, the European Commission decided to create the European Defence Fund (EDF) to leverage structural changes in military capabilities. Portugal intends to use EDF to improve its military capabilities and to develop its defence industries, however it is not defined how it intends to achieve these goals. This investigation analyses how National Defence intends to exploit EDF, contributing to the strategic process. Methodologically, it followed an inductive reasoning, used a qualitative research strategy and a case study research design. The main results obtained were a ranking slightly favourable to National Defence in the environment analysis of FED, the identification of lessons learned from PADR/EDIDP precursor programs and possible impact of their implementation and finally the identification of guidelines for National Defence. It is concluded that, despite the identified strategic gaps, it is possible for National Defence to obtain a good result in FED, if it materializes four fundamental principles, identified as consensual by the various stakeholders.
- Validation of a smartphone application for measuring peak torque during the Nordic hamstring exercise in recreational athletesPublication . Dias, Amândio; Lopes, Bruno; Machado, Francisco; Fonseca, João; Santos, Ricardo; Alves, RodrigoBackground/Objectives: Hamstring injuries are highly prevalent in sports and often occur, particularly among recreational and professional athletes. Assessing eccentric hamstring strength is critical for injury prevention and rehabilitation, with isokinetic dynamometry being considered the gold standard. However, its accessibility is limited by cost and logistics. This study aimed to evaluate the validity and reliability of the My Jump Lab (version 4.0) mobile application in estimating eccentric peak torque in the break-point angle, compared with isokinetic dynamometry. Methods: Twenty-seven recreational athletes (twenty-six male, one female) were assessed bilaterally using the mobile application and isokinetic dynamometer, which is considered the gold standard for this type of strength assessment. Statistical analysis included Pearson’s correlation, intraclass correlation coefficient (ICC), standard error of measurement (SEM), coefficient of variation (CV), and Bland–Altman plots. Results: Results showed excellent inter-rater reliability (ICC = 0.999; CV = 0.66%) for both smartphone application evaluators and good comparative validity and reliability (ICC ≈ 0.76 with confidence interval: 0.5367–0.876; p < 0.001 and r ≈ 0.705;) when comparing with isokinetic dynamometry. Conclusions: My Jump Lab is a mobile application which can provide a practical and accessible mean for monitoring eccentric hamstring strength in field settings. The app may serve as a feasible field-based alternative to laboratory dynamometry for eccentric strength monitoring.
