Abstract(s)
A multidimensionalidade do conceito de infraestruturas
requer indicadores que consigam captar as suas componentes
mais relevantes. Nesse âmbito, duas óticas fundamentais
de medição analisam as diferentes vertentes de infraestruturas
de forma isolada ou através da utilização de um índice
de infraestruturas. Este artigo procura contribuir para
uma medição mais apropriada das infraestruturas e, nessa
medida, compreende, por um lado, uma nomenclatura de
infraestruturas que inclui as dimensões fundamentais do fenómeno
e, por outro, um leque alargado de indicadores de
dotação e qualidade para cada uma das dimensões individualmente
consideradas. Os indicadores sugeridos podem
servir de base para uma leitura desagregada das infraestruturas
ou para uma medição compósita do fenómeno e são
aplicados a um caso concreto, Portugal.
The multidimensional nature of infrastructure requires indicators that may capture its most relevant components. Two important measurement approaches on the subject either evaluates each constituent items of infrastructure or uses an infrastructure index. This paper attempts to contribute to an improved measurement of infrastructure and thus encompasses, on the one hand, a nomenclature that disaggregates the concept into its crucial dimensions and, on the other hand, a wide set of indicators measuring the level of infrastructure endowment and quality for each individual dimension. The proposed indicators can be the basis for a disaggregated account of infrastructures or a composite measurement of the phenomenon and are applied to Portugal.
