The manual also presents an overview of the state of the OWHR profession at the moment in 11 European countries. This manual is targeting not only outreach workers as professionals, peers, students and volunteers, but also decision makers, politicians, trainers and other fundamental stakeholders, who are working or are interested in outreach work in harm reduction settings.
