- As Operações de Informação e a sua implementação nas Forças Armadas PortuguesasPublication . Morais, LuísA evolução das caraterísticas da conflitualidade, onde se destacam as complexas interações entre atores estatais e não-estatais e a facilidade com que a informação é difundida e manipulada tem levado a repensar a forma de empregar o poder militar. O ambiente da informação, à semelhança do ambiente operacional, tem sentido profundas mudanças fruto, principalmente, da evolução tecnológica fazendo com que a tomada de decisão dependa ainda mais dos sistemas de informação. Para fazer face a esta realidade têm sido desenvolvidos conceitos, processos e doutrina, onde se incluem as Operações de Informação (Info Ops), com o intuito de dar resposta aos novos desafios. Sendo o objeto deste trabalho, as Info Ops – “função militar de aconselhamento e coordenação das atividades militares de informação, que visa criar efeitos desejados na vontade, compreensão e capacidade de adversários, potenciais adversários e outras audiências alvo” – analisamos, à luz da doutrina da Organização do Tratado do Atlântico Norte (OTAN/NATO), esta função com vista a determinar contributos que possibilitem a sua efetivação nas Forças Armadas (FFAA) Portuguesas. Para tal, abordamos de forma sequencial, a concetualização das Info Ops, a forma como têm sido operacionalizadas por alguns comandos de nível operacional da OTAN e esclarecemos qual a situação atual, que se verifica na estrutura superior de defesa nacional. Após tratada, sistematizada e analisada a informação recolhida constatamos que a OTAN tem conduzido Info Ops com vista a maximizar os efeitos produzidos no ambiente da informação, tendo estabelecido nos diversos comandos, estruturas orgânicas dedicadas às Info Ops. Ao nível nacional, embora as Info Ops não estejam presentemente materializadas, a organização do Comando Operacional Conjunto (COC) possibilita a condução de Info Ops sem que seja necessária uma alteração profunda das suas estruturas. Esta investigação permitiu concluir que a implementação das Info Ops nas FFAA deverá passar, a nível organizacional, pela designação de um Chefe das Info Ops no estado-maior (EM) técnico e a integração de pessoal das Info Ops nas diferentes áreas do EM do COC. Em paralelo devem ser encetados esforços a fim de promover o novo mindset subjacente às Info Ops, devendo em nosso entender ser dada enfâse à formação neste âmbito. Abstract: The conflicts evolution highlights the complex interactions between state and nonstate actors and the easy way which information is disseminated and manipulated, has led to rethink the employment of the military power. The information environment, like operational environment, has undergone profound changes result mainly from technological developments causing that decision making process depends even further information systems. To address this situation, concepts, doctrine and procedures, have been developed, including Information Operations (Info Ops), to meet the new challenges. Being the scope of this study the Info Ops – "military function to provide advice and coordination of military information activities in order to create desired effects on the will, understanding and capability of adversaries, potential adversaries and other parties" – we analyzed this function based on 3orth Atlantic Treaty Organization (3ATO) doctrine, in order to identify inputs that enable its effectiveness in the Portuguese Armed Forces. We addressed sequentially, the concept of Info Ops, the way that some 3ATO's commands, at operational level, have been applied, and the current situation, that takes place in the upper structure of national defense regarding this subject. Once addressed, systematized and analyzed the information collected we found that 3ATO has conducted Info Ops to maximize the effects on the information environment, having established in the various commands, organizational structures dedicated to the Info Ops. At the national level, although the Info Ops are not presently embedded, the organization of the “Comando Operacional Conjunto” (COC) enables the implementation of Info Ops without requiring a profound change in their structures. This investigation concluded that the implementation of Info Ops in the Portuguese Armed Forces must pass the organizational level, the appointment of a Chief of Info Ops as chief of staff and technical integration of Info Ops staff in different areas of the general staff of the COC. Parallel efforts should be initiated to promote the new mind-set behind the Info Ops, in our opinion should be given emphasis to training in this area. Resulting from this research we conclude that the implementation of Info Ops in the Portuguese Armed Forces should pass, at organizational level, by the appointment of a Chief of Info Ops and integration of Info Ops staff in the different areas of the COC’s staff. Parallel efforts should be made regarding the training to promote the new mind-set inherent to Info Ops.
- Transformação do Conceito de Apoio Aéreo PróximoPublication . Morais, LuísA realização desta investigação pretende analisar a evolução do conceito de Close Air Support (CAS), enquadrado no contexto internacional, com vista à dotação de uma capacidade de CAS atualizada, materializada na plataforma F-16AM e em equipas Tactical Air Control Party (TACP). A dissolução do Pacto de Varsóvia marcou uma viragem profunda no contexto internacional. A Organização das Nações Unidas (ONU) assumiu um papel ativo na resolução de conflitos internacionais ocorridos desde o novo alinhamento internacional. O CAS assumiu definitivamente um papel predominante na componente aérea das operações de apoio à paz, através da criação de uma plataforma de segurança para o cumprimento dos objetivos delineados pela ONU. De uma aplicação tradicional, o CAS sofreu um processo de transformação doutrinário e tecnológico. Deste modo, este trabalho pretende demonstrar uma nova abordagem a esta missão através de um novo conceito, Close Air Attack, e com uma gestão mais racional do espaço de batalha. Ao longo deste trabalho é efetuado um estudo sobre a nova base conceptual por detrás do desenvolvimento da industria de armamento. Por fim, é traduzido para a realidade nacional o equipamento e armamento adequado à plataforma de armas F-16AM e aos TACP’s, bem como os novos procedimentos de certificação e treino no conjunto das Forças Armadas (FFAA) portuguesas. Abstract: The purpose of this investigation aims to analyze the evolution of the Close Air Support (CAS) inside the international context, so we can create a modern CAS capability in the F-16AM and TACP’s. The dissolution of the Warsaw Pact marked a deep change in the international relations. The United Nations (UN) assumed an active role in the resolution of international conflicts created since the new international alignment. Nowadays the CAS frequently assumes a key role in the air component of an international peace force by creating a starting base for the consecution of the UN objectives. The CAS suffered a doctrinaire and technological transformation. This paper work intends to demonstrate a new approach to the battlefield through a brand new concept of Close Air Attack and a more rational use of the battle space, besides focusing on the new concept behind the development of military weapons. Finally, we will translate to the current reality the equipment and weapons requirements for the F-16AM and TACP’s and the new certification procedures and training for our forces.
