- A Aplicação do Paradigma do Sistema de Controlo Interno na Organização da MarinhaPublication . Mendes, NunoA gestão de dinheiros públicos constitui actualmente uma das maiores preocupações dos dirigentes da Marinha, nesta conformidade o controlo interno assume papel de preponderância. O presente trabalho constitui um contributo para a necessária análise do processo de prestação de contas pela Marinha ao Tribunal de Contas, tendo como principal objectivo a abordagem do Sistema de Controlo Interno da Autoridade Marítima. No caso específico a Direcção-Geral da Autoridade Marítima e a sua relação com os órgãos seus dependentes através da aplicação do paradigma do Sistema de Controlo Interno à sua estrutura. Considerando que o Sistema Integrado de Gestão Financeira da Defesa Nacional é a ferramenta por excelência para a elaboração das demonstrações financeiras inclusas na prestação de contas, foi efectuada uma análise à sua fiabilidade e conformidade. Como pedra basilar de uma gestão de futuro foi analisado a implementação do Plano Oficial de Contabilidade Pública na Marinha. Abstract: The management of public money currently constitutes one of the biggest concerns to the top managers of the Navy, in this conformity the internal control assumes superior role. The present paper constitutes one contribution for the necessary analysis of the process of rendering of accounts of the Navy to the Court of Accounts, having as main objective approaching the System of Internal Control of the Maritime Authority. In the specific case, General Direction of the Maritime Authority and its relation with the agencies its dependents through the application of the paradigm of the System of Internal Control to its structure. Considering that the Integrated System of Financial Management of the National Defence is the tool par excellence for the elaboration of the financial demonstrations enclosed in the rendering of accounts, it was carried through an analysis to its reliability and conformity. As fundamental rock of a future management it’s the implementation of the Official Plan of Public Accounting in the Navy was analyzed.
- A Medicina Operacional e a Prontidão da Componente Operacional do Sistema de ForçasPublication . Mendes, NunoO tema “A Medicina Operacional e a Prontidão da Componente Operacional do Sistema de Forças” é um assunto atual, de enorme importância para a Saúde Militar e para as Forças Armadas. A Medicina Operacional é o referencial da Saúde Militar no apoio à prontidão das Forças, na capacidade de prestar apoio em combate, com organização própria, meios especializados e formação adequada. Neste estudo foi empregue o método de investigação em Ciências Sociais preconizado por Quivy e Campenhoudt, na procura de resposta ao problema em análise, consubstanciado na procura do modelo que melhor garante a prontidão da componente operacional. Investigámos doutrina, publicações, documentos, realizámos entrevistas e recolhemos informações de países aliados, cujo exemplo pesquisámos. Identificámos especificidades em cada Ramo e o condicionamento da estrutura da força sanitária pelo ambiente operacional e pela missão. O Aprontamento e a Proteção Sanitária da Força são assegurados utilizando meios e promovendo ações para minimizar e controlar ameaças sanitárias em todas as fases das missões. A articulação e coordenação com os Ramos é um referencial que ultrapassa a componente assistêncial fixa, onde as sinergias têm de ser exploradas e potenciadas, orientadas pela doutrina da Organização do Tratado do Atlântico Norte, na constituição de estruturas médicas de caráter modular, multinacional e adequadas à missão, à tipologia das Forças e ao Teatro de Operações. A participação conjunta num Serviço de Saúde é uma realidade para a qual evoluíram vários países europeus. Dos exemplos estudados sobressai a boa articulação na Medicina Operacional e a construção de capacidades resultantes dessa sinergia, bem como a atribuição de responsabilidades aos Ramos no levantamento de capacidades. As necessidades de formação específica em Medicina Operacional são consideradas uma das mais importantes lições aprendidas, no âmbito das missões da Organização do Tratado do Atlântico Norte. Salienta-se também a importância da análise da Medicina Operacional noutros países. A culminar a nossa investigação propomos um modelo para a Formação Médica nas Forças Armadas, envolvendo o Quadro Permanente e o Regime de Contrato Especial. A implementação de serviços de especialidades é essencial para a Medicina Operacional no Hospital das Forças Armadas. A obtenção de idoneidades nessas especialidades permitiria promover a realização de internatos médicos. Como conclusões mais importantes assinalamos a necessidade de implementar a doutrina para a Medicina Operacional, de edificar capacidades conjuntas, de orientar a Saúde Militar para a vertente operacional e de alterar a Formação, propondo um modelo que preconize interação com o Hospital das Forças Armadas. A necessidade de alterar o referencial assistencial hospitalar centrando-o na vertente operacional da Saúde Militar constitui um desafio. Abstract: The theme "The Operational Medicine and the Readiness of Operational Component of the System of Forces" is a current issue of enormous importance to the Military Health and the Armed Forces. Operational Medicine is the reference on Military Health in readiness support of Forces, in the ability to provide combat support, with proper organization, specialized means and appropriate training. This study employed the method of Social Sciences research recommended by Quivy and Campenhoudt, searching for the answer to the problem under analysis, embodied in the demand of the model which best ensures the readiness of the operational component. Doctrine, publications, documents were investigated, interviews conducted and information collected from allied countries, whose example we investigated. Specificities were identified in each Branch and the conditioning of the structure of the health force upon the operational environment and the mission. The Force Preparation and the Force Health Protection are assured using means and promoting actions to minimize and control health threats in all phases of the missions. The articulation and coordination with the Branches is a framework that goes beyond the fixed health component, where synergies must be exploited and potentiated, guided by the doctrine of the North Atlantic Treaty Organization, building modular medical facilities, multinational and appropriate to the mission, the involved Forces and the Field of Operations. Joint participation in the Health Service is a reality for which several European countries evolved. From the studied examples merges good articulation in Operational Medicine and building of capacities for higher level in result of this synergy, as well as the allocation of responsibilities to the branches in lifting capacities. The needs for specific training in Operational Medicine are considered one of the most important learned lessons. We also stress the importance of the analysis of Operational Medicine in other countries. Concluding our research we propose a model for Medical Education in the Armed Forces, involving the Permanent Staff and Special Contract Regime. The implementation of specialty services is essential for Operational Medicine in the Armed Forces Hospital. Obtaining professional credentials in these specialties would promote the beginning of medical internships. As major conclusions we point out the need to implement Operational Medicine doctrine, to build joint capabilities, to guide Military Health towards the operational side and change the specific training, suggesting a model which would include interaction with the Armed Forces Hospital. The need to change the reference of hospital care and focus on the operational side of the Military Health remains a challenge.
