Numa época de novas e inesperadas ameaças, enquadrada por uma situação de
crescente instabilidade geopolítica, perante uma aceleração tecnológica e uma imperativa
transformação digital, com a cada vez maior escassez de recursos, os Estados, e
concretamente as áreas da Defesa, são colocados perante desafios que, quando bem
explorados, podem potenciar a transformação das suas Forças Armadas.
A procura de soluções inovadoras e ágeis, de fácil e rápida implementação,
sustentáveis e resilientes, por vezes até radicais e disruptivas, constitui uma oportunidade
para a renovação e modernização das Forças Armadas. Este esforço, quando ajustado ao
novo ambiente operacional, impulsiona as indústrias nacionais de Defesa, e,
consequentemente, a economia nacional, constituindo, em si mesmo, um novo paradigma -
a Inovação na Defesa.
Tendo como ponto de partida o nível de comprometimento governamental, na
formulação de uma estratégia, importa analisar a maturidade organizacional para a inovação
nas Forças Armadas e as iniciativas geradoras de inovação na área da Defesa,
nomeadamente, as lançadas por outros países e organizações, que Portugal integra. Neste
âmbito, formulam-se linhas de orientação, com linhas de ação associadas, assentes num
referencial para a maturidade organizacional, configurando-se os contributos para a
elaboração de uma Estratégia para a Inovação nas Forças Armadas Portuguesas.
In times of new and unexpected threats, framed by an increasing geopolitical instability, facing technological acceleration and an imperative digital transformation, with the increasing lack of resources, States, and mainly Defence branches, are due to face challenges that, when well exploited, can enhance transformation in the Armed Forces. The search for innovative, and agile, quick, and easy to implement, sustainable, and resilient, and often radical and disruptive solutions, is an opportunity to promote renewal, boost national defence industries, and, therefore, national economy, that will drive Armed Forces to evolve and modernize, to face threats and challenges, and create a new paradigm - Innovation in Defence. Looking into innovation governmental commitment, determining the Armed Forces maturity level, combining them with other countries and organizations innovative initiatives, and having a maturity model as a baseline, will provide the main guidelines to develop an Innovation Strategy for the Portuguese Armed Forces.
