Conjugado com o novo paradigma de defesa e segurança, o atual Sistema de Forças
Nacional depara-se com graves dificuldades para assegurar os efetivos mínimos previstos
consagrados na lei.
Com a presente investigação pretendeu-se desenvolver um modelo de serviço militar
aplicável em Portugal, enformado na conscrição, permitindo assegurar os efetivos essenciais
para a segurança e defesa nacional, como resultado da elevada taxa de rotatividade dos
militares e limitada capacidade de retenção.
Para a concretização deste desiderato, adotou-se um raciocínio indutivo, apoiada numa
estratégia de pesquisa mista e num desenho de pesquisa multicaso. Com efeito, estudou-se
o último modelo de serviço militar em vigor em Portugal com recurso à conscrição,
identificaram-se e estudaram-se modelos de serviço militar de Forças Armadas Congéneres
que adotassem ou voltassem a reintroduzir a conscrição, compararam-se todos os modelos
estudados e solicitou-se opinião especializada a entidades de méritos reconhecidos no âmbito
da segurança e defesa com base em entrevistas.
O corolário da investigação elenca as propriedades que um modelo de serviço militar
aplicável em Portugal, com recurso à conscrição, deve ter e apresenta um modelo de caráter
misto preconizado. Abstract: In conjunction with the new defense and security paradigm, the current National
Forces System faces serious difficulties in ensuring the minimum personnel provided for in
the law.
With the present investigation it was intended to develop a military service model
applicable in Portugal, based on conscription, allowing to ensure the essential personnel
for national security and defense, as a result of the high turnover rate of the military and
limited retention capacity.
To achieve this goal, an inductive reasoning was adopted, supported by a mixed
research strategy and a multi-case research design. In fact, the last military service model
in force in Portugal was studied using conscription, military service models of similar armed
forces that adopted or reintroduced the conscription were identified and studied and
compared and specialized opinion was sought from entities of recognized merit in the field
of security and defense based on interviews.
The corollary of the investigation lists the properties that a military service model
applicable in Portugal, using recourse, must have and presents a model of a mixed character
recommended.
