Em contexto de austeridade económica, uma adequada gestão de recursos assume
um papel fundamental na atuação das organizações e no cumprimento da sua missão. É
crucial a utilização de procedimentos que visem obter ganhos de eficácia e eficiência na cadeia
logística.
Uma adequada gestão do medicamento nas Forças Armadas assume-se como um
fator de melhoria da saúde dos seus militares e civis, da eficiente utilização dos recursos
financeiros e da existência de uma efetiva capacidade para apoiar as populações em caso de
catástrofe, contribuindo de forma relevante para a concretização da missão.
Pela sua relevância financeira e operacional, a existência de um processo de gestão
logística eficiente e ágil dos medicamentos na Marinha Portuguesa e nas suas unidades navais,
assume-se como crítica e relevante. Assim, o presente trabalho tem por objetivo contribuir
com medidas que melhorem o processo de gestão do medicamento na Marinha Portuguesa
Neste sentido, realizou-se o levantamento do processo logístico implementado e a
identificação das tarefas limitativas do mesmo. Recorrendo à metodologia de análise
comparativa com os outros Ramos e farmácias hospitalares, identificando procedimentos e
metodologias que permitam mitigar ou eliminar as limitações identificadas.
Por fim, com recurso aos procedimentos observados e a literatura referente à gestão
do medicamento, propõem-se oportunidades de melhoria que visam melhorar a eficiência
dos processos de Determinação de Necessidades, Aquisição, Gestão de Stocks e Controlo de
Validades na MP. São também identificadas oportunidades de melhoria na organização do
armazém, mais concretamente na Receção, Armazenamento, Gestão de Stocks e Dispensa.
As melhorias sugeridas objetivam o aumento da eficiência e rastreabilidade dos processos
implementados.
In a context of economic austerity, adequate resource management plays a key role in the performance of organizations and in the fulfilment of their mission. The use of procedures to achieve effectiveness and efficiency gains in the supply chain is crucial. Effective medication management in the Armed Forces is a factor that improves the health of its human resources, the efficient use of financial resources, and the existence of an effective capacity to support the population in the event of a catastrophe, contributing in a relevant way to the accomplishment of the mission. Due to its financial and operational relevance, the existence of an efficient and agile logistics management process of medicines in the Portuguese Navy and its naval units is critical and relevant. Therefore, this work aims to contribute with measures to improve the process of medicine management in the Portuguese Navy In this sense, the survey of the implemented logistics process, and the identification of its limiting tasks were carried out. Using the methodology of comparative analysis with other branches and hospital pharmacies, identifying procedures and methodologies to mitigate or eliminate the identified limitations. Finally, using the procedures observed and the literature on medicine management, improvement opportunities are proposed to improve the efficiency of the processes of Needs Determination, Acquisition, Stock Management and Validity Control. Opportunities for improvement are also identified in the organization of the warehouse, specifically in Reception, Storage, Stock Management and Dispensing. The suggested improvements aim to increase the efficiency and traceability of the implemented processes.
