Abstract(s)
O problema eleito para este trabalho é a necessidade de inclusão da vigilância marítima subaquática das zonas marítimas sob soberania ou jurisdição nacional no ciclo de produção de Conhecimento Situacional Marítimo, a fim de complementar a construção do panorama marítimo, e por consequência providenciar um melhor apoio ao processo de tomada de decisão.
O objetivo desta investigação é avaliar a relevância da edificação de um sistema acústico subaquático fixo de vigilância em zonas marítimas sob soberania ou jurisdição nacional, considerando o alinhamento estratégico com os interesses nacionais.
O raciocínio utilizado neste estudo foi o dedutivo e a estratégia de investigação a qualitativa, com um desenho de pesquisa de estudo de caso, numa vertente transversal.
O objeto de estudo do estudo de caso é o SOSUS.
A técnica de recolha de dados utilizada foi a análise documental de fontes abertas não classificadas incidentes em diferentes vertentes da vigilância marítima.
Conclui-se que para potenciar a capacidade da Marinha Portuguesa vigiar o espaço marítimo sob responsabilidade nacional, a lacuna da vigilância subaquática deve ser colmatada através da instalação de um sistema acústico subaquático fixo de vigilância passivo, complementado por navios e outros veículos, funcionando como estação bi-estática recetora de um sistema ativo.

The problem elected for this assignment is the need to include maritime underwater surveillance at the maritime area under national responsibility within the Maritime Situational Awareness cycle, with the intent to complement the assembly of the maritime picture and by consequence to provide a better support to the decision making process. The purpose of this investigation is to evaluate the significance of the establishment of a fixed underwater acoustic surveillance system on the maritime area under national responsibility, considering the strategic alignment with national interests. The used method for this study was a deductive one and the strategy investigation qualitative, with a research design of a case study, in a transversal approach. The case study object of focus is SOSUS. The used technique for gathering data was thru documental analysis of unclassified open sources referring to maritime surveillance. In conclusion, to enhance the Portuguese Navy ability to survey the maritime area under national responsibility, the gap on underwater surveillance should be removed through the installation of an acoustic system working in passive mode, complemented by ships and other vehicles, working as a bi-static receiver station of another acoustic system working in active mode.
