Foram vários os olhares lançados ao comportamento colectivo com o passar dos anos. Com o desacreditar da tese que defendeu a irracionalidade das multidões ao longo da primeira metade do século XX, a perspectiva de análise desta temática alterou-se completamente. Concluiu-se que afinal as multidões são racionais, possuidoras de uma identidade que as caracteriza e a sua acção está sujeita a vários constrangimentos e oportunidades. Por outro lado, para legitimar a sua acção e potenciar o sucesso dos seus policiamentos, a polícia deve adoptar uma postura dinâmica e interactiva, esforçando-se por promover o diálogo com os demais parceiros. Com base nesta premissa, e após vários episódios de confrontação violenta em policiamentos mal sucedidos, vários países do norte da Europa optaram por desenvolver um modelo designado de Dialogue policing, que tem por base uma abordagem low-profile e no surprises, com vista à redução do conflito em grandes eventos com recurso ao diálogo e a estratégias de facilitação. Assim, num estudo que se afigura de natureza exploratória e de índole qualitativa, estudou-se a referida filosofia de policiamento e analisou-se as semelhanças e diferenças entre a actuação da Polícia de Segurança Pública e a mesma. Os resultados evidenciam a necessidade e as vantagens de uma eventual replicação do conceito de spotting desportivo aos demais eventos colectivos por parte da Polícia de Segurança Pública.
There were several glances at the collective behavior over the years. With the discredit of the thesis that defended the irrationality of crowds during the first half of the twentieth century, the analytical perspective of this issue has changed completely. It was concluded that after all the crowds are rational, that they possess an identity that characterizes them and their action is subjected to various constraints and opportunities. On the other hand, in order to legitimize their policing and increase the success of their actions, the police must adopt a dynamic and interactive approach, make efforts to promote dialogue with their partners. Based on this premise, and after several episodes of violent confrontation in unsuccessful policing, several northern European countries have chosen to develop a model named Dialogue policing, which relies on a low-profile and no surprises approach, which aims to reduce the conflict in major events making use of dialogue and facilitation strategies. Thus, through a qualitative and exploratory approach, we studied the policing philosophy that we referred and analyzed the similarities and differences of the performance of Polícia de Segurança Pública with it. The results show the need and the benefits of a possible replication of the concept of sports spotting to the other collective events by the Polícia de Segurança Pública.
