A instituição GNR tem a seu cargo um inúmero e diverso leque de responsabilidades, o que
a obriga a ter, cada vez mais pessoas especializadas nas diversas áreas. Uma das grandes problemáticas do nosso território, os incêndios florestais, que teima em não desaparecer, e que ano após ano se repetem fatidicamente, é uma área em que a GNR tem dado um importante contributo nos últimos anos, quando abraçou mais uma valência no seu seio.
Sendo a GNR uma das entidades com grandes responsabilidades nesta área, através do
SEPNA, tem o presente trabalho como principal objectivo, estudar e tentar perceber qual a influência nas medidas preventivas o facto de se ter conhecimento das causas dos incêndios florestais.
Este trabalho está dividido em duas grandes partes. Na primeira parte é feito um enquadramento teórico, onde são apresentados conceitos e explicadas as diversas relações
existentes entre as entidades competentes nesta área, bem como as responsabilidades de
cada uma. Na segunda parte é realizado um trabalho de campo, estando este limitado a um estudo de caso no distrito de Santarém, onde foi elaborada uma análise e discussão dos mesmos, de forma a retirar conclusões e recomendações.
A metodologia aplicada na parte teórica baseia-se exclusivamente em análise documental.
Na parte prática, utilizou-se o método de inquisição através de entrevistas e inquéritos.
Foram feitas entrevistas a responsáveis de entidades competentes nesta área, e os inquéritos a militares e civis do SEPNA do Comando Territorial de Santarém.
Conclui-se que o conhecimento das causas dos incêndios florestais é um factor importantíssimo na preparação das medidas de prevenção no entanto, quando se analisa os factos no terreno, por vezes não se tem este factor em consideração, mas tem-se verificado uma grande melhoria.
Propõe-se uma continuidade de esforços e de interacções entre as diversas entidades, para que todos os esforços sejam bem empregues e um correcto difundir de informações, de forma a rentabilizar todos os meios humanos e materiais.
Abstract The GNR Institution has its position an innumerable and diverse group of responsibilities, what compels it to have, more people specialized in the diverse areas. One of the great problematic of our territory, the forest fires, that insist in not disappearing, and year after year if are repeated tragically, is an area where the GNR has given an important contribution in recent years, when it embraced the new. Being the GNR one of the entities with great responsibilities in this area, through the SEPNA, the present work has as main objective, to study and to try to perceive which is the influence in the writs of prevention of the fact of having knowledge of the causes of forest fires. This work is divided in two great parts. In the first part the theoretical framing is made, where concepts are presented and the diverse existing relations between the competent entities in this area are explained, as well as the responsibilities of each one. In the second part the field work is carried through, being this limited to the study of case in the district of Santarém, where an analysis and quarrel of the same ones, in order to obtain conclusions and recommendations. The applied methodology in the theoretical part is based exclusively on documentary analysis. In the practical part, one used the method of inquisition through interviews and questionnaires. The responsible ones of competent entities in this area had been made interviewed, and the questionnaires to the military and civilians of the SEPNA of the Territorial Command of Santarém were applied. It was conclued that the knowledge of forest fires causes is a very important in the preparation of prevention measures However, when an analysis is conducted the field, sometimes this factor is not taken in consideration, but a great improvement has been verified. The continuity of efforts and interactions between the diverse entities is proposed, so that all the efforts are well applied and spread out of information, in order to take the best of all the human and materials resources.
