dc.description.abstractA modernizaĆ§Ć£o da AdministraĆ§Ć£o PĆŗblica foi uma das medidas enunciadas pelo programa do Governo para o desenvolvimento do PaĆ­s. A ResoluĆ§Ć£o de Conselho de Ministros n.Āŗ 44/2007 de 19 de MarƧo deu inĆ­cio ao processo de reforma das ForƧas de SeguranƧa, com alteraĆ§Ć£o de vĆ”rios diplomas legislativos, tais como as Leis OrgĆ¢nicas das forƧas de seguranƧa. A Lei n.Āŗ 63/2007, de 6 de Novembro, aprovou a actual Lei OrgĆ¢nica da Guarda Nacional Republicana, complementada pelo Decreto Regulamentar n.Āŗ 19/2008, de 27 de Novembro. Estes diplomas estabeleceram uma profunda mudanƧa organizacional. A Estrutura Financeira sofreu mudanƧas organizacionais, com extinĆ§Ć£o e criaĆ§Ć£o de Ć³rgĆ£os financeiros. Foi criado o Comando de AdministraĆ§Ć£o dos Recursos Internos, que inclui a DirecĆ§Ć£o de Recursos Financeiros, com a responsabilidade de assegurar a administraĆ§Ć£o da funĆ§Ć£o financeira. Ao nĆ­vel das unidades e serviƧos sĆ£o criadas duas modalidades de Ć³rgĆ£os financeiros: as SecƧƵes de Recursos Financeiros e as SecƧƵes de Recursos LogĆ­sticos e Financeiros, sendo a diferenƧa que a segunda, para alĆ©m da funĆ§Ć£o financeira exerce tambĆ©m a funĆ§Ć£o logĆ­stica. O trabalho conclui que a nova estrutura financeira poderĆ” satisfazer melhor as necessidades da Guarda, no entanto, nesta fase inicial foram sentidas dificuldades por parte dos recursos humanos na implementaĆ§Ć£o desta nova ideologia financeira.por
dc.description.abstractAbstract The modernization of the Public Administration was one of the measures announced by the Government Program for the Development of the Country. The Resolution of the Ministerial Counciln.Āŗ 44/2007 of 19th March originated the reform process of the Security Forces, which involved the modification of several legislative diplomas, namely the Security Forces Organic Laws. The Law n.Āŗ 63/2007, of 6th November, approved the current Organic Law of the ā€œGuarda Nacional Republicanaā€, complemented by the Regulatory Decree n.Āŗ 19/2008, of 27th November. These diplomas established a deep organizational change. The financial structure suffered organizational changes, with the extinction and creation of financial organs. The Internal Resources Administration Command, which includes the Financial Resources Direction with the responsibility of assuring the administration of the financial functions, was created. At the unitsā€™ and servicesā€™ level, two mechanisms of financial organs were created: the Financial Resources Sections and the Logistic and Financial Resource Sections, the difference being that the latter has both the financial function and the logistic function. The work concludes that the new financial structure will be able to satisfy better the needs of the force, even if, in this initial phase, human resources experienced some difficulties in the implementation of this new financial ideology.por
