Abstract(s)
Subordinado  ao  tema  “O  papel  da  GNR  na  aplicação  de  medidas  de  prevenção 
criminal”, o presente trabalho tem o enfoque no contributo, que a GNR teve, na prevenção 
de  furtos e roubos  em residência na zona do Algarve, em 2009.  Este tipo de criminalidade é uma realidade portuguesa que afeta o sentimento da segurança dos cidadãos.
Como  resposta  do  Estado  surgem  as  políticas  públicas  de  segurança,  onde  se materializa  o  conceito  de  segurança,  e,  consequentemente  se  acoplam  estratégias  de prevenção criminal adotadas pelas instituições que garantem a segurança interna.
No  seio  daquelas  estratégias  está  o  policiamento  de  proximidade,  como  opção 
adotada  pela  GNR,  para  incrementar  o  sentimento  de  segurança,  favorecer  a  prevenção, aproximar a população visada da GNR e credibilizar a Instituição.
Desta forma, e cientes do  sentimento de insegurança causado pelos vários furtos e 
roubos  a  residências  perpetrados  na  zona  indicada,  tornou-se  pertinente  ser  alvo  desta Investigação  o  programa  de  policiamento  de  proximidade  -“Residência  Segura”, desenvolvido pela GNR. 
A metodologia de investigação adotada teve por base o recurso ao método dedutivo 
através da análise documental e a realização de entrevistas a Oficiais envolvidos.
O programa “Residência Segurança” começou por ser aplicado no DTer Loulé  e a 
estratégia policial seguida  teve o enfoque no pilar  da comunidade. A Guarda criou  equipas específicas que se aproximaram das populações visadas, recolheram e trataram informação, efetuaram  patrulhamentos  direcionados  e  colaboraram  na  implementação  de  medidas 
desenvolvidas por civis  e por autoridades administrativas locais. Em 2010, nesta zona de ação foi realizado um inquérito de satisfação com resultados excelentes.
De forma natural o programa foi alargado para toda a zona de ação do CT Faro, 
considerado  pelo  Comando  Operacional  da  GNR  como  uma  boa  prática  e  apresentado 
posteriormente  como  candidatura  portuguesa  ao  “Prémio  Europeu  de  Prevenção  da Criminalidade”.
Abstract Related to theme "The role of the GNR in measures of crime prevention", this work focused on the GNR contribution to prevent burglaries that were committed in 2009, in Algarve. This type of crime is a reality in Portuguese society and it affects the citizens feelings of security. In order to ensure security, public security politics were created, which includes the concept of security coupled crime with prevention strategies adopted by the internal security institutions. Within those strategies, the community policing program is an option adopted by the GNR, in order to increase the feeling of security among the population, to encourage crime prevention and to make a closer contact between the GNR and the people. Thus, being aware of the insecure feeling caused by various burglaries committed in the studied area, the policing program - "Home Safe", developed by the GNR became the target of this research. The adopted research methodology that was used consisted of the deductive method, through the analysis of documents and through some interviews with officers. "Home Security" began in DTer Loulé and its strategy focused on the community. The GNR has created specific teams in order to approach the population; to gather information, to determine targeted patrols and to assist in the local administrative authorities with measures of implementation. In 2010, a satisfaction survey was conducted in this area, with excellent results. Naturally, the program was extended to the entire zone of CT Faro, being considered as a good measure by the Operational Command of the GNR. Later, it was presented as a Portuguese application to the "European Prize for Crime Prevention."
