Abstract(s)
O Sistema Internacional tem sofrido uma mutação acelerada nos últimos anos no
paradigma geopolítico da segurança mundial, na transição de poder entre atores e no seu
reposicionamento no panorama internacional no pós-Guerra Fria. A evolução das ameaças
como a guerra híbrida e dos desafios como as alterações climáticas, associadas à dimensão
catalisadora do conflito na Ucrânia, alteram o quadro internacional. Neste plano macro, o
reajustamento do posicionamento dos atores, a definição de estratégias, prioridades e
objetivos conduzem a uma mitigação, na qual os Estados e organizações procuram a
segurança em alianças e parcerias holísticas, com partilha de poder, interesses e recursos
comuns. Através da matriz de análise teórica nos diversos debates nas Relações
Internacionais, analisaremos este contexto no campo da segurança interna, as
consequências na distribuição dos fundos comunitários e nacionais e de que forma uma
força de segurança pode adaptar-se a este panorama e conjuntura mundial de competição
por recursos.
The International System has undergone an accelerated mutation in recent years in the geopolitical paradigm of world security, in the transition of power between actors and its repositioning in the international scenario in the post-Cold War period. The evolution of threats such as hybrid warfare and challenges such as climate change, associated with the catalyzing dimension of the conflict in Ukraine, change the international scenario. In this macro plan, the readjustment of the positioning of the actors, the definition of strategies, priorities and objectives lead to a mitigation, in which the States and organizations seek security in alliances and holistic partnerships, with sharing of power, interests and common resources. Through the matrix of theoretical analysis on various debates in International Relations, we will analyze this context in the field of internal security, the consequences in the distribution of community and national funds and how a security force can adapt to this scenario and world conjuncture of competition for resources.
