Abstract(s)
A Transformação Digital (TD) é uma mudança complexa e radical, um processo
disruptivo que altera profundamente a forma como as organizações competem, interagem e
criam valor. A OTAN, em junho de 2023, planeia aprovar a estratégia de TD a implementar
até 2030. A União Europeia e a Administração Pública Portuguesa também estão
empenhadas no digital. Estarão as Forças Armadas Portuguesas alinhadas com esta
transformação? Qual a situação da sua TD?
Para desenvolver esta investigação adotou-se uma metodologia assente num processo
de raciocínio dedutivo, recorrendo a uma estratégia mista qualitativa e quantitativa, baseada
no estudo de caso.
A investigação começou por identificar os Digital Leaders da Aliança (Canadá,
França, Noruega, Reino de Espanha, EUA, Finlândia e Reino Unido), os princípios
orientadores para a TD e um modelo orientador para a mudança. Depois averiguou-se a
situação das Forças Armadas Portuguesas, verificando-se que têm orientações para a
inovação e para a transição digital, mas estão num patamar de maturidade digital inicial
(digitalmente conscientes).
O trabalho termina com a apresentação de contributos para a TD das Forças Armadas
Portuguesas. Uma transformação que deverá ser impulsionada pela inovação e por novos
modelos organizacionais, alimentados por uma força de trabalho digital ágil, adaptável e
tecnologicamente eficiente.
Digital Transformation (DT) is a complex and disruptive process that profoundly changes the way companies and organizations compete, interact, and create value. In June 2023, NATO will approve an implementation strategy to be deployed until 2030. The European Union and the Portuguese Public Administration are also committed to digital. Are the Portuguese Armed Forces aligned with such transformation? What is the status of their DT? To develop this research, the adopted methodology was based on a deductive reasoning process, using a mixed qualitative and quantitative strategy, based on the case study method. The research began by identifying the Alliance Digital Leaders (Canada, France, Norway, King of Spain, USA., Finland, and UK), the guiding principles for DT and a guiding model for change. Then, the situation of the Portuguese Armed Forces was investigated, verifying that they have guidelines for innovation and digital transition, but are at an early stage in what digital maturity concerns (digitally aware). The work ends with the presentation of contributions for an action plan regarding a DT for Portuguese Armed Forces, which should be driven by innovation and new business and operational models, powered by an agile, adaptable, and technologically efficient digital workforce.
