As Forças Armadas são reconhecidas pela comunidade internacional como um instrumento crucial, para aliviar o sofrimento humano e apoiar os esforços humanitários de forma rápida e eficiente, por possuírem caraterísticas identitárias e capacidades militares diferenciadoras, que as tornam especialmente competentes para empenhamento em intervenção humanitária e assistência humanitária.
O presente estudo tem por objetivo avaliar a capacidade de empenhamento das Forças Armadas portuguesas em missões de intervenção e assistência humanitária, formulando medidas de potenciar essa capacidade.
Para tal, adotou-se uma estratégia de investigação de tipo qualitativa, substanciada num desenho de pesquisa comparativo, e uma metodologia de raciocínio indutivo, tendo os dados sido recolhidos com recurso a análise documental e entrevistas semiestruturadas e correspondente análise de conteúdo.
Como principais resultados da investigação releva-se a confirmação que as Forças Armadas portuguesas têm capacidade de empenhamento em intervenção humanitária e assistência humanitária e que essa capacidade pode ser potenciada, através da incorporação de um conjunto de boas práticas identificadas em missões estudadas. Outras linhas de ação para potenciar a capacidade de empenhamento assentam na formação específica, treino de táticas, técnicas e procedimentos doutrinários, exercícios e na melhoria dos meios e capacidades militares mais relevantes para intervenção e assistência humanitária.
The international community recognize the Armed Forces as a crucial instrument to reduce human suffering and to support humanitarian efforts quickly and efficiently and for having distinctive identity characteristics and military capabilities that make them especially competent for the engagement in humanitarian intervention and assistance. The present study aims to assess the capacity for engagement of the Portuguese Armed Forces in humanitarian intervention and assistance missions, formulating measures to enhance this capacity. To this end, a qualitative research strategy was adopted, substantiated in a comparative research design and an inductive reasoning methodology, with data being collected using document analysis, semi-structured interviews and the corresponding content analysis. The main results of the investigation are the confirmation that the Portuguese Armed Forces do have capacity for engagement in humanitarian intervention and assistance and that this capacity can be enhanced through the inclusion of a set of good practices identified in the missions analysed in this study. Other lines of action to strengthening the capacity for engagement are based on specific training, tactics training, doctrinal techniques and procedures and exercises, as well as on the improvement of the most relevant military means and capabilities for humanitarian intervention and assistance.ng Portugal for situations needing evocation of National Resilience
