Abstract(s)
É um objectivo estratégico do Governo, para a presente legislatura, a modernização
da Administração Pública, que passa pela eficiência e eficácia na gestão, racionalizando e
eliminando o desperdício.
Nesse contexto, será necessário promover mudanças, passando dos procedimentos à
responsabilidade, comprometendo os gestores aos resultados, fixando objectivos com a
consequente avaliação, sendo a Auditoria de Desempenho ferramenta fundamental para a
sua medição.
Começamos por uma abordagem conceptual do tema em apreço, revisitando, de
seguida, a sua evolução ao longo dos tempos, desde a génese até à institucionalização em
organismos de referência, nos países Anglo-Saxónicos.
Posteriormente analisamos a sua introdução em Portugal e o esforço legislativo
encetado, tendente a implementar as boas práticas internacionais no Estado e em especial
no Ministério da Defesa Nacional e consequentemente nas Forças Armadas (FFAA),
destacando-se o acréscimo de atribuições à Inspecção-Geral das Forças Armadas e a
implementação do Sistema Integrado de Gestão.
Seguidamente analisamos o estado actual da auditoria nas FFAA, bem como o
esforço empreendido pelos ramos para acomodar as orientações governamentais de índole
legislativa, não deixando de observar, por frutuosa, a experiência das Forças Armadas de
países amigos.
Por fim, recomendamos a alteração, em sede da actual revisão legislativa, do
normativo tendo em vista agilizar a implementação em curso, bem como a selecção e
formação de recursos humanos, com perfil adequado. Abstract: One of the strategic Government goals, in the current legislation, is the
modernization of the Public Administration, focusing in management efficiency and
effectiveness, through rationalization and elimination of waste.
In this framework, it is necessary to endorse strategic changes, stepping from the
procedures to the responsibility, confronting the managers with the results, establishing
objectives by subsequent evaluation, being the Performance Audit, the fundamental tool
for its measurement.
We will start with a conceptual definition of the Performance Audit, followed by
the evolution through the years, since its genesis till the institutionalization in reference
organizations, in Anglo-Saxon countries.
Secondly, we analyze the introduction of the Performance Audit in Portugal and the
legislative effort deployed, in implementing the international good practices in the
Government, especially in the Ministry of Defence, and consequently in the Portuguese
Armed Forces (FFAA). The increment of attributions to the Armed Forces General-
Inspection will be highlighted as well as the implementation of the integrated management
system.
Thirdly, we evaluate the current state of the art of Performance Audit in the FFAA,
as well as the effort set out by the various branches to accommodate the governmental
legislative guidance, not without observing, as successful examples, the experience of the
Armed Forces of allied countries.
Finally, we recommend the modification of the national regulation, in the current
legislative review, aiming to enhance the agility of the implementation in course, as well as
the selection and training of the required human resources with an adequate profile.
