Os procedimentos centralizados de contratação têm conhecido, especialmente na
última década, um enorme desenvolvimento, vindo a ser, cada vez mais, uma tendência
estratégica no seio das organizações, quer públicas, quer privadas.
O aumento do volume e da diversidade de bens e serviços alvo de contratação pública
mediante instrumentos de compra centralizada e agregada (acordos quadro) aumentou a
visibilidade deste tipo de procedimentos e o seu peso no mercado concorrencial.
A correta e coerente aplicação das boas práticas em matéria de contratação pública
reverte em benefícios de eficiência e de eficácia para todos, pelo que todos os procedimentos
aquisitivos se devem revestir das mesmas e garantir que são entendidas e colocadas em
prática por quem tem a responsabilidade de conduzir os procedimentos.
A importância atribuída à temática pelas diretivas europeias de contratação pública de
2014 e pela última revisão do Código dos Contratos Públicos, confirmam que se trata de um
fenómeno de grande relevância e especificidade, que merece ser alvo de estudo.
Recorrendo a um estudo de raciocínio dedutivo, assente numa investigação qualitativa
e no desenho de pesquisa de um estudo de caso, conclui-se que que a adoção de boas práticas
da contratação pública na Força Aérea poderá ser potenciada pelo recurso à contratação
centralizada.
Centralized procurement procedures have, over the last decade, been well under way, becoming increasingly strategic in both public and private organizations. Increasing the volume and diversity of public procurement goods and services through centralized and aggregate purchasing instruments (framework agreements) has increased the visibility of such procedures and their weight in the competitive market. The correct and consistent application of the best practices on public procurement is effective and efficient for all, and all purchasing procedures should be covered and ensure that they are understood and put into practice by those who have the responsibility to lead the procedures. The importance attributed to the subject by the European Public Procurement Directives of 2014 and by the last revision of the Public Procurement Code confirm that this is a phenomenon of great relevance and specificity that deserves to be studied. Based on a study of deductive reasoning, based on a qualitative research and research design of a case study, it is concluded that the adoption of the best practices of public procurement in the Air Force could be enhanced by the use of centralized procedures.
