Abstract(s)
O ciberespaço é um ambiente com caraterísticas peculiares. Se por um lado é um bom
ambiente por exemplo de negócio, por outro é um ambiente favorável para
cibercriminosos, dado ao seu estilo característico anónimo, isto é, por favorecer maior
probabilidade de se cometer ilícitos e sem ser identificado. O Estado tem o dever de
garantir a (ciber)segurança a todos os utilizadores do ciberespaço dentro das suas
fronteiras. A (ciber)segurança constitui uma das funções primordiais do Estado. Esta
tarefa de garantir a (ciber)segurança é incumbida à Polícia para a sua prossecução a nível
interno. No entanto, os utilizadores do ciberespaço devem contribuir na criação de
medidas de autoproteção tendentes a prevenir a cibercriminalidade. A atividade policial,
no seu cerne, encerra em si tanto de complexidade como de potencial para progresso,
readaptação ao fenómeno criminal e ao contexto social. É através da readaptação que
surgem as tecnologias aliadas à prevenção, deteção e gestão criminal, que permitem
antecipar e monitorizar determinados ilícitos, fenómenos e eventos. Neste sentido, o
policiamento preditivo é crucial usando as tecnologias sofisticadas. A cibercriminalidade
em Moçambique é uma realidade, e criar uma Unidade Especial de (cibercriminalidade)
e um Modelo de Maturidade de Ciberpoliciamento (MMCIBERPOL) é fundamental para
erradicar as ciberameaças e deve ser prioridade para a PRM. Para o efeito, é necessário
estabelecer conformidades legais com vista a legitimar a atividade policial. A formação,
a consciencialização, colaboração e cooperação em cibersegurança / ciberpoliciamento e
forense são palavras de ordem nesta matéria para a Polícia ter a capacidade técnica eficaz
e eficiente. E para alcançarmos os objetivos deste estudo, adotamos o método qualitativo
e o processo de recolha de dados envolveu a entrevistada semiestruturada através de guião
previamente elaborado e validado. E na interpretação de dados, adotada a análise de
conteúdo, nomeadamente análise de conteúdo temática que culminou com a definição de
categorias e subcategorias.
Cyberspace is an environment with peculiar characteristics. If on the one hand it is a good environment for business, on the other hand it is a favorable environment for cybercriminals, given its characteristic anonymous style, that is, because it favors a greater likelihood of committing illicit acts without being identified. The state has a duty to guarantee (cyber)security to all users of cyberspace within its borders. (Cyber) security is one of the primary functions of the state. This task of ensuring (cyber)security is entrusted to the police to carry out internally. However, users of cyberspace must contribute to creating self-protection measures to prevent cybercrime. Police activity, at its core, contains both complexity and the potential for progress, readaptation to the criminal phenomenon and the social context. It is through readaptation that technologies allied to crime prevention, detection and management emerge, making it possible to anticipate and monitor certain crimes, phenomena and events. In this sense, predictive policing is crucial using sophisticated technologies. Cybercrime in Mozambique is a reality, and creating a Special Cybercrime Unit and a Cyberpolicing Maturity Model (MMCIBERPOL) is fundamental to eradicating cyberthreats and should be a priority for the PRM. To this end, it is necessary to establish legal compliance in order to legitimize police activity. Training, awareness, collaboration and cooperation in cybersecurity / cyber-policing and forensics are the watchwords in this area if the police are to have effective and efficient technical capacity. In order to achieve the objectives of this study, we adopted the qualitative method and the data collection process involved semi structured interviews using a previously prepared and validated script. For data interpretation, we used content analysis, specifically thematic content analysis, which culminated in the definition of categories and subcategories.
