O presente artigo representa as linhas essenciais de um ensaio elaborado no âmbito dos estudos de homenagem dedicados ao professor Artur Anselmo, Obra oportunamente organizada pelo ICPOL - Centro de Investigação do Instituto Superior de Ciências Policiais e Segurança Interna e acolhida pela prestigiada editora Almedina, mas que ainda se encontra no prelo. Estas linhas exteriorizam, assim, o produto de uma reflexão inacabada que temos desenvolvido, sobretudo desde o início do processo de reestruturação das forças de segurança e as consequentes implicações na Polícia de Segurança Pública, maxime no domínio do universo florescente que é a segurança privada. Este artigo representa pois, grosso modo, algumas considerações pessoais – que, aliás, estão impregnadas de uma forte dose de atualidade – e que pretendem contagiar o nosso leitor no sentido de o levar a reflecir sobre o novo paradigma que está a ser implementado.
This article represents the essential lines of an essay elaborated in the scope of the tribute studies dedicated to the professor Artur Anselmo, Work opportunely organized by the Research Center of the Higher Institute of Police Sciences and Homeland Security and welcomed by the prestigious publisher Almedina, but which still is in press. These lines thus reveal the product of an unfinished reflection that we have developed, especially since the beginning of the process of restructuring the security forces and the consequent implications for the Public Security Police, maxime in the domain of the thriving universe that is private security. This article therefore represents, roughly speaking, some personal considerations - which, incidentally, are impregnated with a strong dose of actuality - and which intend to infect our reader in order to lead him to reflect on the new paradigm that is being implemented.
