  • A crise da energia e a Política Energética Portuguesa

    O tema central deste trabalho é a energia. Energia que permite fazermos, produzirmos, criarmos. Energia, instrumento de poder que dita hierarquias entre Estados, medidas de acção política e estratégias, e a organização do espaço geopolítico. A energia que é essencial e persistente em todos os domínios da vida humana, económica, social, ambiental, política, e que existe na natureza para ser utilizada e processada. Mas está a energia a acabar? Quando acaba? Que estamos a fazer para prevenir os riscos decorrentes desse facto? Está em causa a nossa sobrevivência? Sabemos que apesar de ser um tema profundamente estudado, o que aporta dificuldade pela magnitude da bibliografia existente, a sua importância justifica uma análise contínua e centrada, no nosso trabalho, especificamente na avaliação das opções energéticas estratégicas Portuguesas. É sobre este quadro que é desenvolvido o nosso trabalho, onde primeiro é analisado o panorama energético mundial e da Europa, e onde comprovamos a existência de um problema de sustentação, a prazo, do actual modelo de desenvolvimento. Analisa-se de seguida a evolução ao longo da última década da situação energética Portuguesa e da Política Energética Portuguesa (PEP), comprovando-se que existiram melhorias importantes na nossa situação energética, em consonância com a estratégia definida, sendo esta muito condicionada pelas orientações e medidas definidas pela União Europeia (UE). Por último centramos a nossa atenção na evolução da PEP e verificamos que esta seguiu um padrão bem definido. Depois analisamos os resultados e comparamo-los com as metas definidas na PEP, finalmente terminamos com um olhar para o futuro segundo os vectores das fontes de energia renováveis e da segurança energética. Com este trabalho comprovámos que, apesar de existir um contexto que pode ser apelidado de crise energética, este não se aplica a todos os estados ao mesmo momento, não sendo de incluir Portugal sobre essa condição actualmente. Concluímos também que estamos no bom caminho, orientados pela UE, para termos um perfil energético de baixo risco, mas que a nossa dimensão e as regras de mercado nem sempre nos facilitam o percurso definido. Abstract: The nucleus theme of this essay is the Energy. Energy that enables us to do, produce and create. Energy as an instrument of power that establishes hierarchies amongst States, determines policy measures and strategies, and influences the organization of the geoPolítical space. Energy that is essential and persistent in all domains of human economic, social, environmental, and Polítical life and that exists in nature so as to be used and processed. But is energy coming to an end? When will it be over? What are we doing to prevent risks arising thereof? Is our survival in danger? We know that despite being a deeply studied subject, with the main obstacle being the magnitude of the existing literature, its importance justifies a thorough analysis, specifically focused in our essay in the evaluation of strategic energy options. This is the framework of our work where, at first, we analyse the worldwide and European energy scenery and where we prove the existence of a maintenance (subsistence) issue, within a certain time, of the current development model. Then we analyse the developments of the Portuguese energy condition and the Portuguese Energy Policy (PEP) over the last decade, and prove that there were significant improvements in our energy situation, in line with the defined strategy, that is subjected to the guidelines and measures defined by the European Union (EU). Finally we focus our attention on the development of the PEP and we realize that this followed a well-defined pattern; we analyze the results, compared them with the goals outlined in the PEP and noticed that despite not being bright, they are encouraging; and we end with a look into the future, according to the vectors of renewable energy sources and energy security. With this work we demonstrated that although the EU context can be called of energy crisis, this does not apply to all Member States at the same time, and Portugal shouldn‟t be included under this condition, currently. We conclude by saying that we are on track, driven by the EU, to have a low risk energy profile, but that our size and market rules don‟t always favour our established course.

  • A Função de Combate Fogos na Campanha Militar no Teatro de Operações de Angola (1961-1974)

    Este trabalho teve como objetivo estudar o emprego da Artilharia de Campanha no teatro de operações de Angola, no período de 1961-1974, à luz da função de combate fogos, com a finalidade de identificar se houve ou não alterações à doutrina, organização e materiais no quadro das unidades de Artilharia, depois do conflito. Para ir ao encontro do objetivo por nós idealizado, iniciámos a nossa investigação fazendo um ponto de situação relativa à doutrina, à organização e ao material, da Artilharia de Campanha, à data do início do conflito, tendo de seguida analisado a sua forma de emprego, através do estudo de algumas operações que decorreram no teatro. Posteriormente, tentámos identificar alterações efetuadas à Artilharia, no domínio da doutrina, organização e material. Após esta investigação, foi-nos possível concluir que houve de facto alterações ao nível da Artilharia, no quadro da organização das unidades de Artilharia, na Doutrina e nos Materiais. Abstract: This work had the objective of study the use of the Field Artillery in the Operation’s Theatre of Angola, in the period from 1961 to 1974, focusing the analysis on its employment regarding the Fire combat function, with the purpose of identify the changes made on the doctrine, organization and equipment after the conflict. To achieve the objective planned by us, we’ve started by analyzing the doctrine, the organization and equipment, used by the Field Artillery at the beginning of the conflict, followed by an analysis of its employment in the conflict. Finally we’ve identified the changes done in the doctrine, organization and equipment. In the end of the research, we've concluded that there have been changes on the Field Artillery’s organization, doctrine’s update and equipment.
