- Concurrent validity and reliability of a free smartphone application for evaluation of jump heightPublication . Dias, Amândio; Pires, Paulo; Santana, Leandro; Marques, Paulo; Espada, Mário C.; Santos, Fernando; Silva, Eduardo Jorge da; Rebelo, André; Teixeira, Diogo S.Background/Objectives: Jump test assessment is commonly used for physical tests, with different type of devices used for its evaluation. The purpose of the present study was to examine the validity and reliability of a freely accessible mobile application (VertVision, version 2.0.5) for measuring jump performance. Methods: With that intent, thirty-eight college age recreationally active subjects underwent test assessment after a specific warm-up, performing countermovement jumps (CMJs) and squat jumps (SJs) on a contact platform while being recorded with a smartphone camera. Jump height was the criterion variable, with the same formula being used for both methods. Data analysis was performed by two experienced observers. Results: The results showed strong correlations with the contact platform (ICC > 0.9) for both jumps. Furthermore, between-observer reliability was also high (ICC > 0.9; CV ≤ 2.19), with lower values for smallest worthwhile change (≤0.23) and typical error of measurement (≤0.14). Estimation error varied when accounting for both observers, with the SJ accounting for bigger differences (4.1–6.03%), when compared to the CMJ (0.73–3.09%). Conclusions: The study suggests that VertVision is a suitable and handy method for evaluating jump performance. However, it presents a slight estimation error when compared to the contact platform.
- O desenvolvimento de capacidades logísticas no sistema de forças nacional.Publication . Sardinha, Pedro; Pires, Paulo; Barros, ArmandoO Sistema de Forças 2014 (SF 2014) estabelece uma relação entre as missões, a estrutura de forças, as áreas de capacidades e as capacidades ao nível do EMGFA e de cada Ramo individualmente, mas não contempla a existência de capacidades especificamente designadas por logísticas, conceito que também não está plasmado no quadro normativo das Forças Armadas relativo ao apoio logístico. Assim, com base numa definição operatória de capacidade logística, foi analisado o SF 2014, no que concerne a áreas de capacidade, capacidades, tipos de força e os âmbitos de atuação, tendo-se concluído que o apoio logístico necessário em cada caso está definido em diretivas e planos específicos, não sendo necessário edificar novas capacidades logísticas para o efeito. No entanto, apurou-se que, face às limitações existentes, algumas das capacidades relacionadas com o apoio logístico carecem de desenvolvimento. Nesta investigação foi também analisada a experiência recente, operacional e de exercícios, tendo emergido novas possibilidades quanto a capacidades logísticas a desenvolver, para emprego nacional e no quadro das organizações internacionais que Portugal faz parte. Assim, foi possível identificar as capacidades relacionadas com o apoio logístico no SF 2014 que carecem de desenvolvimento, bem como oportunidades de especialização em novas capacidades a desenvolver neste domínio. Abstract: The Portuguese Forces Catalog 2014 (SF 2014) relates the missions, the force structure, the military capability areas and the military capabilities, at the Joint Staff and service levels. However, it doesn’t include military capabilities specifically classified as logistic. Moreover, the concept of logistic capability is not defined in the Portuguese Armed Forces normative framework for the logistic support. Therefore, based on an operating definition of logistic capability, the SF2014 was analyzed regarding the military capability areas and the military capabilities, as well as the types of force and the employment scenarios. It was concluded that the logistic support required in each case is already defined in the applicable directives and plans, which makes not needed the development of new logistic capabilities. Nevertheless, this analysis also showed that, due to the current shortfalls, some of the military capabilities were still to be developed. This research was also focused on the recent operational and exercises experience, yielding as a result there are new possibilities regarding the development of logistic capabilities. Consequently, it was possible to identify what developments are required concerning the logistic support capabilities in the SF 2014, as well as opportunities for Portugal to specialize in new logistic capabilities.
- Impacto no Planeamento Estratégico Português do Conselho Europeu sobre a execução da Estratégia Global da UE no domínio da Segurança e DefesaPublication . Sampaio, Armindo; Pires, Paulo; Pires, JoãoO presente trabalho enquadra-se na área de ensino da estratégia e trata o “Impacto no Planeamento Estratégico português do Conselho Europeu sobre a Execução da Estratégia Global da União Europeia (UE) no domínio da Segurança e Defesa”. Em termos metodológicos seguimos uma abordagem de investigação dedutiva, segundo uma estratégia qualitativa e um desenho de pesquisa de um estudo de caso, recorrendo-se a dados primários e secundários. Começou-se por fazer o enquadramento conceptual, passando-se de seguida à identificação e caracterização das conclusões do Conselho Europeu sobre a execução da Estratégia Global da EU (EGUE), no domínio da segurança e defesa, com a finalidade de reconhecer o nível de ambição e as ações concretas, que ajudarão a UE e os seus Estados-Membros a continuar a dar resposta às atuais e futuras necessidades de segurança e defesa da Europa. De seguida procedeu-se à avaliação do impacto no processo de planeamento estratégico nacional, motivado pelas conclusões do Conselho Europeu sobre a execução da Estratégia Global da UE, no domínio da segurança e defesa. Por último efetuamos a análise das eventuais implicações da nova EGUE, na estratégia militar nacional, em aspetos genéticos, estruturais e operacionais, tendo sido feita uma apreciação às missões e às capacidades militares. Abstract: This paper is part of the strategy teaching area and addresses the "Impact on Portuguese Strategic Planning of the European Council on the Implementation of the European Union (EU) Global Strategy on Security and Defence". In methodological terms we followed a deductive research approach, according to a qualitative strategy and a research design of a case study, using primary and secondary data. We began by making the conceptual framework, followed by the identification and characterization of the conclusions of the European Council on the implementation of the EU's Global Strategy in the field of security and defence, with the purpose of recognizing the level of ambition and concrete actions, that will help the EU and its Member States to continue to respond to Europe's current and future security and defence needs. Next, we evaluated the impact of the national strategic planning process on the basis of the conclusions of the European Council on the implementation of the EU's Global Strategy on security and defence. Finally, we analyzed the possible implications of the new EU's Global Strategy in the national military strategy, in genetic, structural and operational aspects, with an overview of military missions and capabilities.
- O papel da gestão do risco no apoio à decisãoPublication . Pires, PauloA presente investigação tem como objetivo identificar contributos para uma gestão mais eficiente dos riscos nos Ramos das Forças Armadas, a fim de apoiar a tomada de decisão e contribuir para a prossecução dos objetivos organizacionais. Em termos metodológicos seguiu-se uma abordagem de investigação hipotético-dedutiva, adotando-se para a pesquisa efetuada uma estratégia qualitativa e um desenho de pesquisa do tipo “Estudo de caso”. Como linhas de desenvolvimento, começou-se por caraterizar a importância estratégica da gestão do risco na gestão das organizações, concluindo-se que uma bem-sucedida gestão estratégica de riscos, alguns relacionados ou interdependentes, melhora a eficiência organizacional e contribui para o atingir dos objetivos. Seguidamente analisou-se a cultura e a abrangência estratégica das práticas de gestão do risco existentes nos Ramos, concluindo-se que existe alguma cultura de risco e práticas em diferentes áreas e níveis organizacionais, havendo contudo lacunas na integração estratégica da informação de risco. Por fim, analisou-se a aplicação aos Ramos de uma metodologia de gestão integrada de risco, tendo-se concluído ser uma solução que pode reforçar a cultura de risco e o apoio à decisão, permitindo assim melhorar os processos de planeamento estratégico e controlo de gestão, de planeamento e execução operacional e a afetação de recursos. Abstract: The present research aims to identify contributions to a more efficient risk management in the Armed Forces Branches, in order to support decision making and contribute to organizational objectives pursuit. In methodological terms, a hypothetical-deductive research approach was followed, adopting a qualitative strategy and a case-study research design for the research. As a development guideline, the strategic importance of risk management in the management of organizations was first introduced. It has been concluded that successful strategic management of risks, some related or interdependent, improves organizational efficiency and contributes to the achievement of goals. Then, it was analyzed the culture and the strategic scope of risk management practices in the Branches, concluding that there is some culture of risk and practices in different areas and organizational levels, but there are gaps in the strategic integration of risk information. Finally, the application of an integrated risk management methodology to the Branches was analyzed, and it was concluded that it is a solution that would reinforce risk culture and decision support, thus improving the processes of strategic planning and management control, of planning and operational execution and of allocation of resources.
